Background

UN Women (UNW), grounded in the vision of equality, enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all of its efforts, UN Women leads and coordinates United Nations systems efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. Over the past years, and in response to the need for increased accountability for implementation of gender equality commitments policies and financing decisions related to aid and domestic resources, UN Women played an active role with all its partners, to ensure that gender equality is mainstreamed in strategies, programmes and action plans. Moreover, UN Women is leading the global efforts related to women, peace and security (WPS) agenda.

One of the key areas of work for UN Women country office for Jordan is supporting Jordanian National Commission for Women (JNCW) and other government stakeholders in the implementation of the Jordanian National Action Plan on UNSCR 1325 (JONAP), which was endorsed by the Prime Minister and the Cabinet in December 2017 and formally launched it in a ceremony in March 2018.

As part of supporting JONAP’s implementation UN Women has been working with Justice Sector agencies to support gender mainstreaming in the justice sector and enhance women’s access to legal services. In December 2019, UN Women and the JI signed a Memorandum of Understanding (MoU) that will contribute to the Government of Jordan’s objectives to implement the Jordan National Action Plan for Implementation of UNSCR 1325 through enhancing and improving the important role of the JI in empowering women judges, developing gender sensitive curricula, strengthening judges’ and court staff’s capacities in handling cases of gender-based violence and building personal skills of both males and females judges.

Under the MoU, UNW seeks to support JI in enhancing the leadership skills of younger female judges with relatively less experience across Jordan. The aim of the program is to support female judges to realize their full leadership potential by assisting women to refine their individual leadership style and groom them for leadership roles. The program seeks to promote gender justice including access to justice for women, to be instrumental in increasing women’s options, capacities and resources to promote adaptive and transformational leadership in governance, peace and security processes.

To this end, UN Women seeks to contract an international consultant to develop and provide the training program on women’s leadership skills for judges in consultation with the JI and UN Women. The scope of work of the leadership trainer will be to support female judges’ leadership training in Jordan.

Objective of the Assignment:

The main objective of this assignment is to enhance the responsiveness of judicial services to gender issues through empowering and building the leadership skills of young female judges with relatively less experience and supporting them to realize their full leadership potential and become change makers in their field.

The training program includes conducting two training modules for the preselected group of female judges at the JI premises for 5 days for 2 groups (total of 10 days) on topics including, Professionalism, Diplomacy, Preventing Gender Stereotyping, how to be a change maker thorough empowering oneself and one’s team in a professional setting, and other topics related to Transformational and Adaptive Leadership. Training agenda, materials and monitoring and evaluation mechanisms need to be submitted to and approved by the JI and UN Women. The Trainer is expected to design, conduct training and draft final report and make final evaluation.

The interactive training will explore women’s judicial leadership principles with regard to judicial ethics codes. It will also address their leadership as individuals, within a group, within the community, and within the judiciary in order to empower the women judges to lead on issues of gender equality within the judiciary and of access to justice for women and girls in Jordan.

Duties and Responsibilities

Under the overall guidance of UN Women’s Country Representative, and the direct supervision of the Programme Management Specialist, the Consultant will be responsible for the following duties and responsibilities:

  • Conduct initial consultations and strategic meetings with JI and the technical advisory working group (jointly established by UN Women and JI) (1 working day).
  • Develop and submit the work plan and training agenda for the assignment, including the proposed methodology and approach designed for conducting the series of leadership training according to the areas elaborated in the objective section, to get approval from the JI and UN Women (2 working days).
  • Design and develop the leadership training modules for women judges including: Manuals, Hand-outs, exercise, PowerPoint presentations, and other relevant training materials (5 working day).
  • Develop a pre- and post-training questionnaire that would assess the impact of the trainings on the women judges in terms of increased knowledge and awareness, and reflect the overall satisfaction rate, comments and suggestions of the women judges (1 working day).
  • Carry out the training for two groups of judges (consisting of 5 days each) as per the developed modules targeting 54 women judges at the premise of the JI according to the approved implementation plan (10 working days).

Develop and submit a final comprehensive report (English) to UN Women including evaluation results, observations and recommendations, lessons learned/best practices that would support in future initiatives, within a week after conducting the final session of the training (2 working days).

Monthly Time Sheets and Brief Progress Reports about implemented activities and achieved results with sup-porting documents (training programme, training reports, other materials) submitted.

Required Skills and Experience

Education

Master’s degree in Law, political science, social sciences, international relations, gender issues, or other development-related fields.

Experience

  • A minimum of 7 years of hands-on relevant experience on developing and implementing similar leadership training programmes with aspiring women leaders.
  • Sound experience in developing similar training manuals, modules and programmes at the justice sector, law firm, or civil society organization specialized in gender equality, women’s rights and gender justice.

Good knowledge of specifics and trends on women’s participation and leadership as well as the challenges facing women in leadership positions in the Judiciary within the Arab region, and specifically in Jordan.

Language Requirements

  • Fluent spoken and written English.

Knowledge of Arabic is an asset.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Master’s degree in Law, political science, social sciences, international relations, gender issues, or other development-related fields (10 Points).
  • Criteria 2: A minimum of 7 years of hands-on relevant experience on developing and implementing similar leadership training programmes with aspiring women leaders (20 points).
  • Criteria 3: Sound experience in developing training manuals, modules and programmes at the justice sector, law firm, or civil society organization specialized in gender equality, women’s rights and gender justice (20 points).
  • Criteria 4: Good knowledge of specifics and trends on women’s participation and leadership as well as the challenges facing women in leadership positions in the Judiciary within the Arab region, and specifically in Jordan (10 points).
  • Criteria 5: Fluent spoken and written English (10 points).

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
