Lead, Strategic Reviews - GL D - Defined Duration until December 2028

The Lead, Strategic Reviews is a qualified and experienced professional who will lead and participate in reviews of persistent, strategic, and complex issues facing the Global Fund within the Strategic Advice, Insights and Prevention Unit.Key Responsibilities

Reporting to the Manager, Advisory and Strategic Reviews, the Lead, Strategic Reviews will perform the following duties:

Lead Strategic Reviews

  • Contribute to the Strategic Advice, Insights and Prevention Unit workplan.
  • Lead strategic reviews addressing persistent, strategic, and complex issues at both the Global Fund Secretariat and in implementing countries, in line with best practices.
  • Review and quality assure the work performed by resources assigned to the engagements they are leading (staff and external consultants), prior to the review of the Manager, Advisory and Strategic Reviews.
  • Ensure engagements are properly budgeted, monitored against budgets, and completed within the agreed timelines.
  • Engage with Senior stakeholders in relation to the engagements, including other partner organizations and assurance providers, where relevant.
  • Support and collaborate with the OIGs Advisory team when and if needed.

Lead Teams

  • Lead and oversee OIG staff and external consultants assigned to specific engagements.
  • Review and validate working papers and procedures, ensuring working files comply with relevant professional standards and best practices.
  • Provide on‑the‑job coaching, feedback, and performance development to team members.

Risk Identification & Analysis

  • Through strategic reviews, identify strategic challenges, derailers, and risks, as well as opportunities to strengthen organizational resilience, effectiveness, and efficiency.

Reporting & Engagement

  • Synthesize complex analyses into clear, compelling insights and communicate findings and recommendations to Secretariat counterparts through high‑quality oral briefings and well‑structured written products that support impactful decision‑making.
  • Produce concise, rigorous, and evidence‑based strategic review reports that meet high standards of analytical depth, clarity, and relevance, and that demonstrably influence organizational learning and improvement.
  • Engage constructively with Secretariat counterparts to discuss, refine, and agree on recommended management actions and realistic timelines, ensuring recommendations are actionable, impactful, and aligned with organizational priorities.
  • Monitor progress of action plans and provide independent challenge and advice, if requested, throughout implementation.

Quality, Methodology & Continuous Improvement

  • Identify appropriate tools, best practices, and identify/perform tasks aimed at ensuring that reviews are conducted in accordance with applicable professional standards and best practices.
  • Support continuous improvement efforts, including contributing to methodology updates, staying current on emerging risks, and strengthening approaches.
  • Training and induction of staff and consultants.

Professional Conduct

  • Demonstrate sound professional judgement, independence, confidentiality, and ethical conduct.
  • Perform other duties as required by the Inspector General or Head of Unit, including undertaking sensitive reviews.

Subject to change by the Inspector General at any time at their sole discretion.

Qualifications

Essential:

  • University degree or equivalent in Accounting/Business Administration, Economics or related fields; and
  • Internal audit certification and/or certification from an internationally recognized accountancy body or relevant qualification

Experience

Essential:

  • Substantial experience in audit or a related area such as program/project evaluation and monitoring.
  • Experience leading multi-disciplinary teams of experienced professionals in a multi-cultural setting.
  • Proven ability to develop trust and confidence in multicultural environments.
  • Proven success in collaboration; teamwork and knowledge sharing.

Desirable:

  • Over seven years’ experience in audit or a related area such as program/project evaluation and monitoring.
  • Experience in management consulting
  • Experience working with multiple sectors, such as international organizations, governments, civil society and the private sector.
  • Experience conducting Strategic Reviews in developing countries.
  • An understanding of information security and technology-related risks sufficient to inform strategic reviews, including considerations such as access controls and the handling of security incidents.
  • Experience in international development; and
  • Experience and knowledge related to public health, AIDS, tuberculosis and malaria.

Competencies

Languages:

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.

Special Travel Requirements

The position may require travel up to 20-40% of the time, for OIG work program missions and strategic stakeholder engagement.
