Contract

OBJECTIVES OF THE PROGRAMME
The mission of WHO's Health Emergencies Programme is to build the capacity of Member States in SEA Region to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. In collaboration with Member States of South-East Asia Region, international organizations, NGOs and other WHO programmes, promote, develop, coordinate and evaluate the Region's need for development of Health Emergency Preparedness and Response programmes and provide support in planning, capacity building, programme implementation and evaluation, aimed at achieving the optimum level of health in an integrated and equitable fashion.
DESCRIPTION OF DUTIES
Under the overall guidance of the Director, Programme Management and direct supervision of the Regional Emergency Director (RED), incumbent will:
1. Coordinate and manage the day to day regional work in the development, implementation and oversight of relevant policies strategies including overall planning, and implementation of activities relating to Health Emergency Preparedness and Response with HQ, Regional and Country Offices; and monitor and evaluate progress and achievement of WHE programme;
2. Provide the main technical oversight for all activities, publications and documents developed/implemented by the WHE/SEARO department. Support RED in ensuring high standard WHE technical documents, reports and guidelines and monitor and evaluate the technical quality of the Department's overall progress towards agreed results and advise the Director on appropriate corrective responses when needed;
3. Coordinate the work of the Preparedness and Response units within WHE/SEARO, especially on issues that are cross-cutting among multiple technical units in the Department and beyond. Provide oversight to functions and initiatives related to Country Health Emergency Preparedness and Response programme area;
4. Maintain, develop and enhance collaboration, effective working relations and coordination within WHE and withother departments, country offices, other regional offices, UN agencies, NGOs and other international andbilateral agencies to ensure that key elements of the programme are incorporated into their work;
5. Represent WHO at interagency, international, regional and national meetings as needed;
6. Assist RED in fulfilling this mandate and undertaking any other duties as required, including replacing and backstopping for Director during his/her absences; and
7. Perform any other task as assigned by the Director.
REQUIRED QUALIFICATIONS
Education
Essential:
- Degree in Medicine.
- Postgraduate degree in Public Health or Social Science or Management.
Desirable:
- Training in Leadership and Executive Management.
- Incident Manager Training of WHO
Experience
Essential: At least 15 years of progressive experience in the development and implementation of public health programmes. This experience should include:
- considerable experience at senior levels obtained in Health Emergency Preparedness and Response in an international context.
- Minimum 5 years experience in coordinating teams in public health-related programs.
- Minimum 2 years field experience (i.e. country level) in emergency preparedness / response programs in developing countries.
Desirable: Relevant work experience in WHO and/or other UN agencies or in relevant non-governmental or humanitarian organizations.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 102,715 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2987 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
