Result of Service The main objectives attached to this consultancy are to: 1) Elaboration of NAP prescribed CCA monitoring and review framework for Nepal applicable for all governance level 2) Providing leading support to technical team (IT) while designing online platform of M&R and Reporting framework 3) Training of trainers at federal level and province stakeholders' training on application of the M&R framework 4) Developing knowledge products based on the learning from implementation of M&R and Reporting framework at federal and provincial level.

The Lead Expert- M&E Framework will achieve the above-mentioned objectives by undertaking the following outputs: Output 1. NAP CCA M&R framework for all governance level Output 2: National capacity building of federal, province and local government on CCA MnR installation and operation

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region’s natural assets and reduce the degradation of the environment. As a response to the request of the Government of Nepal, UNEP is executing the Green Climate Fund (GCF) funded project entitled “Building Capacity to Advance National Adaptation Plan (NAP) Process in Nepal”. This project supports the Climate Change Management Division (CCMD) of the Ministry of Forests and Environment to reduce vulnerability to climate change, and increase resilience through integration of climate change adaptation into development planning processes through: a) Development and enhancement of 'country capacity' to promote climate change adaptation (CCA) at systemic, institutional and individual levels; and help poor and climate vulnerable communities in adapting to and building resilience to climate change impacts; b) Contribution to reduce climate vulnerability by integrating CCA into existing and new policies, strategies and programmes; c) Establishment and/strengthening of a system to generate and share knowledge, experience, lessons learned, gaps and needs at international, national and sub-national levels to advance CCA for the benefit of the poor people and restoration of ecosystem restoration; and d) Development of a strategy to implement, monitor and communicate adaptation benefits at different levels.

Through the development and implementation of the NAP, the project aims to enhance institutional coordination mechanism and put in place the capacity for informed decision-making which will lead to changing the behaviour and mind-set of decision-makers in the government such that climate change adaptation becomes a part of Nepal’s development strategy and plans.

A guiding framework of Nepal’s NAP Monitoring, Review and Reporting system has been approved by the Government of Nepal together with the NAP Summary for Policy Makers (SPM) in 2021. This system is expected to enable the monitoring of the progress and achievements on overall climate change, NAP implementation, the results and impact against the NAP monitoring indicators in accordance with the NAP Project Outcome 4 – “National and Sectoral Planning Units of the Key Ministries are capable of reviewing, monitoring and communicating results of the NAP Process”. In this context, to draw the tangible outputs of NAP outcomes 4 that needs a climate change adaptation MnR system and national capacity to operate the system, there is a need to hire expertise that leads the CCA M&R framework assignment, elaborates NAP prescribed CCA monitoring and review framework for Nepal applicable to all governance level, and lead a technical team while designing online platform of M&R and Reporting framework.

This ToR covers the need for the expertise in leading the development of computer based MnR system framework, installation of the system in the concerned government agencies and capacity building of federal and provincial government stakeholders. This ToR assumes to render following works: 1. Develop skeleton of online MnR framework, present in Inception Workshop, finalise by incorporating the feedback 2. Lead the province and local consultations on the MnR framework, update/revise in order to solicit the feedback of province and local stakeholders 3. Finalise the MnR framework/tool and users' manual 4. Train the federal level government officers on the MnR framework and also lead the training at province level 5. Develop 1 Policy brief in Nepali and English

To deliver the above-mentioned activities to a high standard by a team of experts, UNEP in close consultation with Government of Nepal aims to hire a highly qualified and dedicated individual expert to carry out these activities. The incumbent will lead a team of IT expert, GESI Expert, Policy and institutions expert and other as guided by the NAP PMU.

Qualifications/special skills Academic Qualifications: At least Master’s degree (preferably PhD) in development policy, monitoring and evaluation, statistics, environmental sciences, public policy, economics or a closely related field is required Experience: REQUIRED: A minimum of 15 years’ relevant work experience in developing monitoring and review systems for public policy and programmes in Nepal; - Experience in developing M&R systems for policies, plans and programmes in close collaboration with public sector institution, preferably with the National Planning Commission, National Bureau of Statistics and/or other relevant agencies and institutions. - Demonstrated experience and skills related to formulating indicators and means of verifications, including data collection protocols and analysis for monitoring and reporting on results and impacts of public policy and bilateral and multilateral supported programmes and projects. Engaged in the environment sector would be an added advantage. - Experience in integrating social (i.e. gender, vulnerable groups) and economic variables in monitoring and evaluation systems, and integrating environmental variables would be an added advantage.

Language: Excellent written and oral communication skill in English and Nepali are required.
