Established in 2009, UNOPS Ethiopia Office has been providing services to various partners, including the government of Ethiopia, UN agencies such as WHO, UNHCR and WFP, and other international organizations. Since 2014, the UNOPS Ethiopia multi-country office manages and coordinates the UNOPS activities in Ethiopia, as well as Sudan and Djibouti. The UNOPS Ethiopia multi-country office team is composed of approximately 100 national and international women and men, and offers a broad range of services such as infrastructure, procurement, project management, financial and human resources management.

Position Background

UNOPS strategy for Ethiopia Multi Country Office is aimed at providing support to the Government and people of Ethiopia, Sudan and Djibouti through the delivery of projects and services in line with the governments’ own priorities and also under the UN Delivery as One initiative. The UNOPS Ethiopia Multi Country Office (ETMCO) has been established as an organizational mechanism to deliver a range of projects for which UNOPS has been appointed as the implementation agency. At present, UNOPS ETMC office is implementing and negotiating a number of projects in a range of sectors including infrastructure development, Procurement Support to Government Ministries and other UN agencies and HR support to UN agencies. The functional objective of UNOPS ETMCO is to deliver projects in an efficient and effective manner, to achieve the development outcomes sought by the Government of Ethiopia and the donor community, where capacity building is always considered and encouraged.

Functional Responsibilities

Under the direct supervision of the Project Manager the Lead Electrical Engineer will be responsible for the following tasks:

  • Review, validation and provide recommendations of the physical layout and physical capacity (number, type and size of rooms, beds etc) for designated wards within the hospital facility;
  • Review, validation and provide recommendations of the description and photographs of physical condition of designated wards;
  • Catchment population, and general service capacity (number of different types of skilled workers, number of different types of patients etc) ;
  • Liaise and coordinate with existing programmes and stakeholders providing support to the facility;
  • In coordination with the other local construction supervisors, identify existing electricity related problems and suggest appropriate solutions in consultation with the Project Manager or designated Civil Engineer;

Monitoring and Progress Controls

Under the direct supervision of the Project Manager, the Lead Electrical Engineer will provide support to the field based construction supervisors and provide quality and quantity control to all electrical related works. Following the schedule of works, the Lead Electrical Engineer will be responsible to review the progress reports and supervise the quality and progress of all Mechanical, Electrical and Plumbing related works. S/he will provide updates to the Project Manager and will coordinate with the UNOPS infrastructure team the communication with the contractors, and with internal and external entities for successful completion of the project.

Additional Responsibilities:

S/he will be responsible for the following duties and responsibilities;

  • Assist in the oversight of the implementation of works for the specific projects and monitoring of progress of Mechanical, Electricity and electricity related works according to contract schedules, specifications and project plans;
  • Support the Infrastructure Team and review the document information on the contractor’s work force, weather, progress of work and any other related information that links directly with the electricity network works;
  • Support the Infrastructure Team and review the undertaken measurement of electrical site works in support of contractor payment requests;
  • Support the Infrastructure Team and review to ensure the strict implementation of quality control standards and procedures on the sites and report regularly to the supervisor.;
  • Assist in the preparation of progress reports on construction activities and submission of such on a weekly basis to the supervisor;
  • Assist in the implementation of Environmental and Health & Safety measures in the project sites.;
  • Assist in the preparation of Scopes of Work for, Tender evaluation of, selection and supervision of building contractors for specified project work;
  • Support the Project team to monitor and record appropriate field data to validate contractors’ compliance to cross- cutting issues (gender, environment, sustainability, health and safety on site, etc.) as stipulated in the contract and detailed in the construction work programme;
  • Perform other related duties as may be assigned by the PM;
  • The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN security Management System and that of UNOPS;
  • Prepare weekly & monthly progress reports, In coordination with UNOPS Infrastructure team: progress of works based on the established schedules and plans, encountered problems, solutions, planning of activities for the following week, etc;
  • Consolidated monthly/quarterly progress reports;
  • Research and prepare operational and maintenance plans for all medical equipment;

Education/Experience/Language requirements

Education

  • Advanced University (Master's) Degree in Electrical Engineering or other relevant field is required.
  • A Bachelor degree in Electrical Engineering or other relevant field, combined with 2 additional years of relevant professional experience may be accepted in lieu of the advanced university degree.
  • License/Board Certification in Engineering is desirable.

Work Experience - At least five (5) years of experience in Electrical Engineering for design and construction of infrastructure projects is required. - Experience in design of electrical installation, feasibility study/assessment of the power and electrical aspects of infrastructure projects is an added advantage.

Skills

  • Engineering application software - AutoCAD five( 5) years is required;
  • Working in UN and Non-Government Organizations is an asset.
  • Experience/knowledge of Google Suite products, especially google forms, sheets, docs and slides is an asset.

  • Fluency in spoken and written English.
