ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

Background

Health and Nutrition of school aged children is fundamental to improve both health and education outcomes. Healthy behavior and practice, nutritious diet intake during this period have potential to improve nutrition related problems through adopting healthy behaviors. The current school health and nutrition services in Nepal is limited in scope and coverage and does not necessarily ensure that it adequately contributes to overall goal and objectives of school health and nutrition outcomes. In recent years, there has been progress in prioritizing specific elements of school health and nutrition in Nepal such as development of National school meals implementation guideline, WASH in school procedure, Menstrual Hygiene Management (MHM) sanitary pad (distribution & management) procedure, Adolescent Sexual and Reproductive Health (ASRH) package, Iron Folic Acid (IFA) guideline, Adolescent nutrition strategy etc. However, the services tend to be fragmented and require timely integration as one unified programme envisioned under School Health and Nutrition (SHN) strategy of 2006. Moreover, the concept of one school one nurse is evolving to support school health activities in different provinces as mandated by new National health policy, 2019. With the introduction of the new federal structure, arrangements, formulation of National Nutrition strategy 2020, the new National Health Policy 2019 and the new School Education Sector Plan, it is now important to reformulate the SHN strategy to achieve expected results in line with the current context and needs.

JOB PURPOSE

The purpose of this assigned position is to lead the strategy drafting and provide thorough legal support to government of Nepal (Family Welfare Division-FWD) for the development of National School Health and Nutrition strategy and comprehend all the school health, nutrition related activities and integrate system approach to support implementation in the changed federal context. The consultant will engage with key representatives of multiple sectors (health, education, agriculture, federal affairs and general administration, national planning commission etc.), stakeholders and technical working groups. He/ She will be responsible to lead this assignment in coordination and consultation with WFP Nepal CO, FWD/DoHS and MoEST/CEHRD.

TERMS AND CONDITIONS

Functional Area: Programme Unit (School Meals Programme) Position Title: Lead Consultant for the development of National School Health and Nutrition Strategy Type of Contract: Special Service Agreement (SSA-9/equivalent to NO-B) under When Actually Employed (WAE) basis Duty Station: Kathmandu, Nepal

Duration: 3 months

The selected candidate will be hired on a short-term consultancy contract of a total 3 months starting from April 1, 2022. The workdays will be prorated based on a workplan to be developed within one week after the signing of the contract and agreed with the direct supervisor-the School Meals Programme Manager in close consultation with Nutrition Section/FWD.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Programme Policy Officer (SMP) the incumbent will be responsible for the following duties;

  • Collect, review, and analyze all necessary and related document to fully understand existing SHN strategy, other related strategies, approach, programme, and evolving components from legal aspect.
  • Support the technical consultant in developing the SHN Strategy and Action Plan specifying timeline and methods
  • Guide and support the technical consultant on the reviewing and analysing of the documents to understand the existing strategy
  • Coordinate with the technical consultant, Government stakeholders from the inception phase to align legal aspects on strategy development
  • Consultations with relevant stakeholders (Government and Non-Government) to gather advice and recommendations
  • Define and detail implementation framework, structure roles and responsibilities within Government standard framework
  • Review and define coordination and governance mechanism in line with federal structure
  • Review and define stakeholders’ roles and responsibilities within legal framework
  • Review and ensure the contents of strategy are well integrated and aligned with related policies and as per Government requirements and standards
  • Lead validation exercise and endorsement process with the recommended stakeholders
  • Draft and finalize SHN strategy in standard Nepali template recommended by MoHP /DoHS

DELIVERABLES

  1. Draft and submit a plan that includes all the requirements and steps for strategy development and endorsement
  2. Submit well written and comprehensive SHN strategy final version in Nepali
  3. Support on strategy endorsement process

Note: The final remuneration will be subjected to the confirmation by the Head of Unit of the submission of the final product in an acceptable form.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree (Masters) in in Health policy, Law, Public policy, Health management with sound knowledge of Health policy, Plan, Strategy, Guidelines, Act, Bylaws particularly in health and nutrition or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency in English and Nepali language is essential.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least three (3) years of prior professional experience in formulating Policies, Plans, strategies, guidelines, standards, Act, By Laws in National context
  • Demonstrated knowledge and experience in undertaking legal aspects of Policy and Strategy, Act formulation
  • Demonstrated ability to analyze policy and programme documents, comments and inputs and effectively translate that into required technical information in a clear and concise manner, particularly in writing
  • Experience working in team and with multi stakeholders, with good coordination skills, being able to give his/her own perspective remaining open for learning diverse opinions.
