What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

The Lead Buyer Telecom will be a member of the Procurement Unit, within the ICRC's logistics division.

Their primary aim is to define, implement, and coordinate a global sourcing strategy for his/her categories (Telecom hardware and Services, Energy where relevant) to meet internal customer needs and to obtain maximum value from suppliers.

Main duties and responsibilities

Category Management

  • Define global category strategy to support ICRC departments and divisions own strategies;
  • Define appropriate action plan to ensure proper delivery of the category strategy;
  • Communicate category strategy during Procurement townhall and stakeholder’s leadership meetings;
  • Lead regular business reviews with stakeholders to review action plan progress and update category strategy;
  • financial threshold and ensure that purchasing policies, strategies and procedure are respected for the category at headquarter and in the field delegations.

Sourcing

  • In relation with requesters, ensure technical and functional business requirements are properly defined (between others, liaise with Telecom unit to validate standard Telecom equipment);
  • Coordinates sourcing to contract activities, lead, structure and process request for information and request for tenders for his/her categories and sub-categories;
  • Negotiate contracts and manage risks through proper contracting process and involvement of key stakeholders (i.e. data protection office, legal advisors);
  • Ensure proper implementation of the signed contracts and guarantee a smooth handover to regional / local procurement when / if appropriate;
  • Exploit local, regional and global synergies and ensure the related site buyers and clients get the optimal procurement support for sourcing projects implementation.

Supplier Management

  • Analyse supplier panel and define appropriate SRM levels;
  • Manage supplier relationship as per category strategy;
  • Coordinates supplier relationship management activities and improvement initiatives;
  • Establish and drive effective network with suppliers, internal customers, category and site buyers;
  • Monitor the availability of goods and services in the regional markets, develop and maintain the supplier panel database and filing (for registered and prospective suppliers);
  • Monitor and report supplier performance. Conduct regular business reviews with top suppliers.

Compliance Management

  • Guarantee the auditability of the procurement files by applying ICRC standard operating procedures and processes;
  • Ensure all procurement documentation is available in ICRC compliance system Profile;
  • Support and communicate procurement policy and processes to stakeholders.

Analysis and reporting

  • Participate in ICRC annual budgeting exercise (PfR);
  • Build sourcing pipeline and update status on a regular basis in dedicated procurement system;
  • Contribute to cost reduction objectives. Track and record cost avoidance / savings in dedicated system;
  • Contribute to Procurement key performance indicators. Provide monthly input to unit dashboard.

Scope & Impact

The category has a global scope, headquarters and field, purchasing budget circa 15 mio CHF.

Relationships

In this position the person is expected to collaborate with:

Internal : Global lead buyer T&I and Global Lead Buyer for Tech & Data projects; Procurement Officers located in Belgrade; Business units/platforms Telecom; Delegations staff; Finance; Legal; Data Protection office; Supply chain; Transportation etc.

External : Suppliers; Consultants; Project Managers ; Law Firms etc.

Education required

  • Master’s degree in Procurement / Business Administration or equivalent;
  • Proficient in English / French. Other languages appreciated;
  • Good MS Office knowledge (Excel, Word, PowerPoint, and Internet);
  • Excellent leadership skills. Clear communicator. Solution-oriented with a proven ability to solve problems;
  • Strong organizational skills with a demonstrated ability to prioritize and work independently;
  • Ability to work in multidisciplinary and cross-functional teams. Beneficiary & Client focused;

Experience required

  • Experience: 12 to 15 years of professional experience of which 5 to 10 years working experience in indirect procurement, in a multinational environment as category manager or lead buyer of Telecom categories;
  • Solid experience in contracts negotiation, contracts management, stakeholder management and supplier relationship management;
  • Ability to monitor complex activities within a global organization with different experts and to analyze the relevance of purchase requests;
  • Previous ICRC and /or another International Organization. Field experience is a plus;
  • Knowledge of the procure-to-pay (P2P) process and use of an ERP software.
