Org. Setting and Reporting This position is located in the Programme Office in Lebanon (POLBN) of the United Nations Office on Drugs and Crime (UNODC) in Beirut, operating under the Regional Office for Middle East and North Africa (ROMENA) located in Cairo, Egypt. The incumbent will work under the direct supervision of the Programme Coordinator, Container Control Programme (CCP) in Lebanon (POLBN) and the overall supervision of the Representative, ROMENA, as well as under the overall guidance of the Senior Law Enforcement Expert, Drug Control and Crime Prevention leading the CCP in the Implementation Support Section (ISS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC). The focus of the UNODC Container Control Programme is to assist law enforcement agencies to identify and inspect high-risk containers.

Responsibilities The incumbent will undertake the following specific tasks: •Contribute to the development, adaptation and refinement of CCP Sea training curricula in Arabic and English to profile and select high-risk containers in the containerized trade supply chain, for use by officials selected by their national Governments in the Middle East and North Africa (MENA), including but not limited to Iraq, Libya and Yemen, to form the inter-agency container profiling units; Develop new syllabus material, plan, organize, coordinate and deliver training courses; •Assess current and previous CCP Sea training activities in MENA, including but not limited to Iraq, Libya and Yemen, in the risk-based approach to selection of containers for physical examinations; Establish plans for implementation of improved measures; Participate in initiating, coordinating and contributing to the development of new training syllabus to support and sustain the programme goals and outputs; •Organize, coordinate, conduct and implement in Arabic and English CCP Sea training courses, seminars, working groups, and workshops, including travel and face-to-face training in Iraq, Libya and Yemen, and including but not limited to training in the use of specialised databases, information gathering from open sources on the internet and the analysis and dissemination of operational intelligence, in MENA in coordination with the UNODC programme partner, the World Customs Organization; Participate as a trainer and resource person and deliver presentations as required; •Participate in coordinating the implementation of project training plans; Validate the supply of equipment and monitor their use; Prepare as directed, jointly with project staff, all necessary project progress reports and project segment implementation delivery rate reports; •Support and promote the expansion of the projects to new countries and help secure Government agreement, including in French speaking countries in MENA; Provide support in identifying partners to join the Container Control Programme or to other related UNODC projects; •Undertake general and administrative arrangements, including preparing funding requests, and liaising with national authorities and international organizations; Support fundraising activities and identify private sector sponsors, and follow-up on outreach or correspondence with potential contributors; •Promote UNODC’s menu of services and portfolio growth under all mandate areas; •Perform other work related duties as required.

Competencies Professionalism: Has knowledge and understanding of the theory and practice of law enforcement, particularly in the area of border management, international trade and commerce and the illicit use of sea containers for trafficking purposes. Has knowledge of maritime or container ports where profiling techniques are used to select containers for physical examinations. Has knowledge of risk analysis applied to the selection of containers and / or inspection at seaports, airports or land borders. Is able to familiarize him/herself with UN policies, rules and regulations, administrative and programmatic procedures and follow and apply them. Has good analytical and problem-solving skills, including the ability to identify and participate in the resolution of issues/problems. Is able to apply good judgement in the context of assignments given. Has proven ability to contribute to complex technical assistance programmes, to provide guidance in the substantive area and to mobilize external partners and stakeholders. Is able to plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education An advanced University degree (Master’s degree or equivalent) in criminology, political science, public administration, international relations, security studies, economics, accounting, finance or other relevant disciplines is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of relevant progressively responsible professional work experience in law enforcement, border management, organized crime and drug trafficking related to the containerized trade supply chain is required. Experience in risk-based working methodology (targeting/profiling) related to sea cargo is required. Experience in delivering training in relevant areas with practical experience in both classroom and on-site is required. Experience in working with capacity building programmes in the United Nations system or similar international organization is desirable. Work experience in the Middle Eastern and Northern African region is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic is required. Working knowledge of French is desirable. Knowledge of another United Nations official language is an advantage.

Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds.
