Org. Setting and Reporting This position is located in the Regional Office for Central America and the Caribbean in Panama (ROPAN), Panama City. The incumbent will work under the direct supervision of the Representative, ROPAN and the overall substantive guidance of the Senior Programme Coordinator of the Container Control Programme (CCP) (GLOG80), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), based at UNODC Headquarters in Vienna. The focus of the UNODC Container Control Programme is to assist law enforcement agencies to identify and inspect high-risk containers.

Responsibilities The incumbent will undertake the following specific tasks: •Develop training curricula to profile and select high-risk containers in the containerized trade supply chain, for use by officials selected by their national Governments in Latin America and the Caribbean (LAC) to form the inter-agency container profiling units. Develop new syllabus material, plan, organize, coordinate and deliver training courses; •Assess current and previous training activities in LAC in the risk-based approach to the selection of containers for physical examinations; Establish plans for implementation of improved measures; Initiate, coordinate and contribute to the development of new training syllabus to support and sustain the programme goals and outputs; •Organize, conduct and implement training courses, seminars, working groups, and workshops, including but not limited to training in the use of specialised databases, information gathering from open sources on the internet and the analysis and dissemination of operational intelligence, in LAC in coordination with the UNODC programme partner the World Customs Organization. Participate as an expert, trainer and resource person and deliver presentations as required; •Coordinate and oversee the implementation of project training plans for the LAC region; Validate the supply of equipment and monitor their use: Prepare as required jointly, with project staff, all necessary project progress reports and project segment implementation delivery rate reports; •Support and promote the expansion of the projects to new countries in LAC and help secure Government agreements; Identify partners to join the Container Control Programme or to other UNODC projects; •Undertake general and administrative arrangements, including preparing funding requests, and liaising with national authorities and international organizations; Undertake fundraising activities and identify private sector sponsors, and follow-up on outreach or correspondence with potential contributors; •Promote UNODC’s menu of services and portfolio growth under all mandate areas. •Perform other work-related duties as required.

Education An advanced university degree (Master's degree or equivalent) in the fields of criminology, public administration, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree OR equivalent academic education, professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in law enforcement, border management, border working techniques and/or other related areas, in combination with additional years of qualifying experience may be accepted in lieu of the university degree. Certification or other qualification in training design and delivery is desirable.

Work Experience A minimum of seven years of relevant progressively responsible professional work experience in risk-based working methodology (targeting/profiling), with a focus on law enforcement, border management, organized crime and drug trafficking in the containerized trade supply chain is required. Experience in delivering training with practical experience in both classroom and on-site related risk-based working methodology and the use of targeting/profiling techniques and risk indicators applied to the selection of containers is required. Experience in the development of training material is desirable. Experience with the United Nations System or similar international organization is desirable. Work experience in the Latin American region is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English and Spanish is required. Knowledge of another United Nations official language is an advantage.

Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
