Key Responsibilities:

  • Perform as a slide verification checker for TB and malaria EQA blinded rechecking
  • Conduct routine standard testing for TB, HIV and Malaria
  • Guide and assist the provinces in the region to ensure all laboratories are functioning and strengthened, where required, support provinces to establish additional laboratories, new or re-established non-functioning laboratories.
  • Guide and assist provinces within the nominated region to develop Quality Assurance Programs and Laboratory Quality Management System.
  • Update the EQA database, conduct mapping and publish all functioning laboratories on a quarterly basis.
  • Prepare quarterly Regional reports to submit to Sectional Chief Medical Lab Scientist.
  • Coordinate and maintain timely quarterly and annual reports to the Sectional Head.
  • Assess the training and retraining needs of the Laboratory personnel and provide on job training where necessary, ensure to update training records at CPHL.
  • Coordinate revision and /or development of policies, guidelines, training materials related Quality Assurance.
  • Coordination of orientation and /or training activities related to revised or newly developed policies, guidelines and /or training materials
  • Conduct supervisory visits to designated laboratories within the region, using established supervisory checklist documentation. Ensure a report is returned to the Heath Facility and Provincial Health Office in a timely manner. Follow up with Provincial Health Office on any issues that need urgent and or critical attention.
  • Liaison with donor partners and other implementing agencies
  • Monitor the performance of all functioning laboratories, ensure quarterly statistics are received and reports are returned in a timely manner. Provide appropriate feedback and/or other corrective measures.
  • Work closely with Provincial Laboratories within region and CPHL, to ensure an uninterrupted supply of laboratory commodities
  • Work closely with Health Facility Standards Branch (HFSB), Provincial Hospital Laboratories and rural laboratories within region, along with CPHL, to ensure standardization and functioning laboratory equipment at all sites.
  • Demonstrating an understanding of and commitment to CPHL core function and values in the approach to work and relationship.

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Degree in Medical Laboratory Science
  • Registered practitioner to the Medical Board of Papua New Guinea
  • At least two years of experience in Public Health services.
  • Must be well acquainted with the rationale in laboratory EQA systems.
  • Has a sound knowledge and understanding of the rationale for EQA in laboratory diagnostic testing.
  • Has background knowledge in Public and Clinical Health
  • Demonstrate excellent written and oral communication skills including the ability to produce timely concise reports
  • Demonstrate skills in the use of computer software packages for word processing and spread sheet.
