Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Office of Safeguards Analytical Services (SGAS) is responsible for the analysis of inspection samples collected in the field. Located about 45 km south of Vienna in Seibersdorf, SGAS is organized into three sections: the Nuclear Material Laboratory (NML), the Environmental Sample Laboratory (ESL) and the Coordination and Support Section (CSS). The laboratory sections conduct the screening, chemical treatment and measurement of the inspection samples. The Coordination and Support Section provides a variety of key services to the laboratories, as well as managing the network of analytical laboratories. SGAS also manages analytical and inspection activities in a dedicated On-Site Laboratory at the Rokkasho Reprocessing Plant in Japan.

Main Purpose

Under the supervision of the SGAS Quality Management Team Leader, the Laboratory, the Information Systems Specialist defines, creates and implements repeatable and consistent processes in the design, development, testing, maintenance, troubleshooting and documentation of the Laboratory Information Management Systems (LIMS) at the Safeguards Analytical Laboratories.

Role

The Laboratory Information Systems Specialist is: (1) a technical specialist designing, developing, testing and maintaining and documenting the Laboratory Information Management Systems (LIMS) at the Safeguards Analytical Laboratories, (2) a coordinator (design and implementation) of IT related projects, (3) a team member assisting in defining, implementing and maintaining a coherent vision of software development within SGAS, in supporting the appropriate IT architecture, in reviewing and evaluating the quality and capability of laboratory IT tools and providing intelligence on how these may improve, and in maintaining the proficiency of IT infrastructure at the Safeguards Analytical Laboratories.

Functions / Key Results Expected

Analyse the business processes supporting safeguards sample analysis, identify process streamlining opportunities generated by the further integration of existing IT systems, collect and analyse customer requirements and translate them into IT solutions.

Define, and implement a coherent vision of software development within SGAS and maintain the appropriate IT architecture, including adequate interfaces with other IT applications and security protocols within the Department and at the Safeguards Analytical Laboratories.

Provide project management for assigned IT projects supporting the operations of the NML, ESL, and the NWAL coordination, and oversee/execute implementation of IT undertakings as requested.

Design, develop, test and document extensions of the ESL LIMS and IT tools supporting NWAL coordination.

Participate in the design, development, testing and documentation of extensions to the NML LIMS and SALIMS Portal and consolidation of the SALIMS database.

Provide maintenance and trouble-shooting for SGAS IT software systems and back-up of the mission-critical IT function.

Liaise with SGIS to ensure smooth interactions and integration of SGAS IT software systems into Departmental systems, as well as to ensure proficiency of SGAS IT infrastructure.

Ensure that the IT solutions developed meet users' business needs, and are properly tested and adequately documented, in accordance with a quality assurance system (according to ISO 9001 standard) in consultation with the laboratory Quality Assurance Manager.

Experience in the development of software solutions in a laboratory context is an asset.

Excellent oral and written command of English.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62692 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 20563*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
