You have:

  • Bachelor’s Degree in microbiology or its international equivalent in biological sciences within a clinical or diagnostic discipline or specialty.
  • Typically requires 2+ years of relevant experience working with infectious disease diagnostics and/or in laboratory systems strengthening.
  • Demonstrated experience with training, mentorship, and supervision of laboratory staff on molecular diagnostics, sequencing, quality assurance/quality control (QA/QC), and biosafety and biosecurity.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company.
  • Prior work experience with USG-funded projects and familiarity with USG regulations and reporting requirements is preferred.
  • Broad knowledge of laboratory practices, diagnostic techniques, quality assurance systems, and laboratory information management systems in human, veterinary, and/or environmental health sectors.
  • Knowledge and understanding of infectious diseases, their transmission, and the application of methods and procedures to safely control infectious materials.
  • Demonstrated ability to design, implement, and support laboratory strengthening initiatives.
  • Proven experience working with government agencies is highly desirable to support strategy development, implementation plans, and decision-making.
  • Strong organizational, analytical, and problem-solving skills.
  • Must be able to read, write, and speak fluent English and Bahasa Indonesian.

Job Summary:

The Laboratory and Diagnostic Officer supports implementation of the Strengthening Infectious Disease Detection Systems (STRIDES) Activity in Indonesia, with a primary focus on strengthening veterinary laboratory systems and zoonotic disease detection in STRIDES priority provinces, including Banten, West Java, and Central Java.

The role provides hands-on technical implementation support for laboratory strengthening activities across the veterinary laboratory network, including Disease Investigation Centers (DICs/BVet/BBVet), national reference laboratories, and selected sub-national animal health laboratories. The position focuses on strengthening diagnostic capacity, laboratory systems, biosafety and biosecurity (BSS), quality management systems (QMS), specimen referral systems, laboratory data systems, and outbreak preparedness for zoonotic diseases with pandemic potential, including Highly Pathogenic Avian Influenza (HPAI).

Working closely with the Senior Laboratory and Diagnostic Officers, STRIDES Indonesia team, HQ technical teams, and government counterparts, particularly the Ministry of Agriculture, the officer will support implementation activities, coordination with laboratories and stakeholders, monitoring implementation progress, and development of technical reports and materials.

The role also supports coordination with surveillance, data, and outbreak response teams to strengthen One Health collaboration and support the 7-1-7 target for early detection, reporting, and outbreak response.

Accountabilities:

  • Provide day-to-day technical support for laboratory strengthening activities, including molecular diagnostics, zoonotic disease detection, biosafety and biosecurity, quality systems, and laboratory network strengthening.
  • Support implementation of laboratory assessments, technical trainings, workforce capacity development, specimen referral systems, and laboratory information systems such as IVLab and iSIKHNAS.
  • Support development of technical briefs, reports, presentations, SOPs, guidance materials, and implementation updates.
  • Monitor implementation progress and support coordination with government counterparts, laboratories, and stakeholders.
  • Support implementation of laboratory quality standards, including QMS and QA/QC practices.
  • Collaborate with surveillance, data, and outbreak response teams to ensure alignment with One Health priorities.
  • Support field-based laboratory activities in STRIDES priority provinces.
  • Fluency in English and Bahasa Indonesia is mandatory for this position. Proficiency in both languages is essential for effective communication with team members, stakeholders, and government counterparts, as well as for preparation of technical documents and reports.

Requirements:

  • Bachelor’s degree in Veterinary Medicine, Veterinary Laboratory Science, Microbiology, Laboratory Science, or related field; veterinary background strongly preferred.
  • Minimum 3 years of relevant experience in veterinary laboratory diagnostics or laboratory systems strengthening.
  • Experience working with veterinary laboratories, including BVet/BBVet, national reference laboratories, or sub-national laboratories, is highly desirable.
  • Knowledge of zoonotic diseases, molecular diagnostics (e.g., PCR), biosafety and biosecurity, quality management systems (QMS), QA/QC, and laboratory documentation.
  • Experience supporting laboratory assessments, technical trainings, specimen referral systems, or laboratory data systems such as IVLab and iSIKHNAS is an advantage.
  • Experience working with Ministry of Agriculture counterparts, donor-funded projects, or USG-funded programs is preferred.
  • Strong analytical, organizational, communication, and problem-solving skills are required.
  • Proficiency in Microsoft Office Suite is required.

Working Conditions and Travel Requirements:

  • Domiciled in Banten, West Java, or Central Java, depending on the implementation area.
  • Has strong hands-on experience in veterinary laboratory operations and animal disease diagnostics.
  • Experience in zoonotic disease detection and response, particularly HPAI, will be considered a strong advantage and prioritized.
  • Willing to actively support field-based laboratory activities and implementation in STRIDES priority provinces.
  • This position is based in Indonesia and may require local and regional travel (10–25%) to support STRIDES activities.
  • The role includes office- and field-based work.
