New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the Peacebuilding Support Office (PBSO) to implement the project activities for the Humanitarian Development Peacebuilding and Partnership project on behalf of the PBSO.

The HDPP Facility, established under the Peacebuilding Fund in 2019, advances the strategic partnership between the UN and the World Bank in crisis-affected situations, under the 2017 Partnership Framework, through small grants to UN entities consolidating advisory, liaison, data, analytical and operational capacities. Owing to an expansion of activities, the Facility will focus on reinforcing its knowledge management and monitoring capacities to best capture lessons, results and contribute to a wider dissemination of partnership opportunities with the IFIs in crisis affected situations.

This position is based in New York and may require international travels as COVID-19 restrictions allow.

This position in UNOPS requires close coordination with the PBSO and other UN entities. The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

Under the supervision of the Project Manager the position supports the work of PBSO and will be responsible for the following responsibilities:

  1. Support Recovery and Peacebuilding Assessments, joint Risk and Resilience Assessments and other joint analysis, including analysis supported by the HDP Partnership Facility, as a basis for closer UN-IFI collaboration at country and regional level.

- Support Recovery and Peacebuilding Assessment processes including liaising with UN field presences and DPPA-DPO regional divisions. - Keep track of Risk and Resilience Assessments, liaise with relevant UN entities, and identify opportunities for collaboration between the World Bank and the UN. - Help identify opportunities for collaboration with the IMF on analysis and assessments. - Develop good practice for alignment of country risk analysis among UN, WB and IMF in crisis-affected contexts. - Provide review and quality control of all country analytical products from francophone settings (40 per cent of current HDPPF portfolio) and support broader country engagement in these settings as required.

  1. Contribute to the partnership with Regional Development Banks.

- Assist in identifying possible areas of collaboration with multilateral developments banks including, inter alia, the African Development Bank, the Asian Development Bank, the Islamic Development Bank and the Interamerican Development Bank. - Coordinate the scheduling of Regional Development Banks’ participation to knowledge management events or other for a, such as the Peacebuilding Commission, in close liaison with the PBSO Peacebuilding Commission Support Branch. - Provide support, including taking meetings, drafting/circulating agenda and following up on action points, as relevant. - Assist in promoting knowledge exchanges and joint analytical products. - Share good practices and lessons learned, including through written lessons learned, informal brown bags and relevant training for UN staff. - Assist with partner engagement and knowledge management products Provide support to the engagement with PBSO branches, DPPA/DPO Regional Divisions and field based teams, promoting liaison activities and advising as requested; - Contribute to major team deliverables, including a biannual report on UN-World Bank partnership; preparation of stocktaking workshops on UN-World Bank collaboration; and assisting in information management and data visualization undertakings to better capture and disseminate knowledge; - Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Monitoring and Progress Controls A work plan will be developed based on the UNOPS PER cycle and serve as the overarching document to monitor progress and record performance.

Education/Experience/Language requirements

  • Advanced university degree (Master’s degree or equivalent) preferably in political science, international relations, international security, economics, development, social science, journalism or another relevant field is desirable. Two (2) years of additional experience may be accepted in lieu of the advanced university degree.
  • A first-level university degree in combination with qualifying experience is required.

Work Experience Required:

  • Minimum two (2) years of experience on knowledge generation, management and/or dissemination is required.

    Desired (The following experience is optional. Candidates who do not have it are welcome to apply):

  • Experience with the United Nations or other International Organizations is an asset.
  • Experience in conducting independent, data-driven research is desirable.
  • Familiarity with sustaining peace concept, approaches and tools, including inclusive conflict and risk analyses and political economic analyses, is strongly desired

  • Fluency in oral and written English is required
