The UNICEF Programme Group (PG) provides global programme leadership to achieve results for the most disadvantaged and excluded children everywhere within the overall framework of the UNICEF Strategic Plan 2022–2025 and in response to the universal scope of the Sustainable Development Goals (SDGs). Further, PG contributes to UNICEF’s support of member states in implementing their international commitments related to the Convention on the Rights of the Child, the Convention on the Elimination of all forms of Discrimination against Women, and the Convention on the Rights of People with Disabilities.

Under PG, the Programme Group Leadership Team (PGLT) provides strategic oversight and coordination of the Programme Group to ensure multisectoral approaches and horizontal integration across all programmes. The PGLT facilitates cross-programme teams around UNICEF’s normative mandate, issue-based hubs with Global Leads, emerging programme priorities across the life-course, and agile processes for integration. The Global Leads for Social and Behavior Change; Business Engagement for Results; Conflict Prevention, Fragility, and Peacebuilding; Disabilities; Gender; and Human Rights are all anchored in the PGLT, giving them a strategic position to work with the Programme Teams (Child Protection, Education, Health, Nutrition, Social Policy, and WASH), regional offices, and other HQ divisions.

How can you make a difference?

In 2020, a Formative Evaluation of UNICEF’s Work to Link Humanitarian and Development Programming was finalized. It provided insights and recommendations for practical improvements in UNICEF’s approach to strengthening coherence and complementarity of humanitarian and development programming, and enhancing contributions to peacebuilding and sustaining peace. In response to evaluation recommendations, UNICEF is acting on several fronts including on issues related to internal systems and structures, planning and programming and partnerships.

Risk-informed Humanitarian and Development Nexus Programming is an operational strategy prioritized by UNICEF to support the achievement of planned results in UNICEF’s newly endorsed Strategic Plan 2022-2025. The Strategic Plan fully reflects UNICEF’s revised Core Commitments for Children in Humanitarian Action (CCCs) in its design and systematically incorporates a humanitarian and conflict sensitive/ peacebuilding lens into the analysis shaping its theories of change and consequent results framework.

As UNICEF is implementing its Strategic Plan 2022-2025, it is critical to continue to learn from what is working on the ground, to take stock, and to share good practices in order to maximize UNICEF’s support to countries and communities with the best practical solutions that achieve ambitious targets for children globally. A challenge remains to systematically collect results and evidence across the organization, given that these are cross-cutting areas and may not be adequately or explicitly addressed across sectors, and important results and evidence may fail to be captured. Dedicated SharePoint sites on the HDP Nexus, and Peacebuilding & Social Cohesion have been created, but further knowledge creation is important to utilize these platforms and to continue uptake across UNICEF and beyond.

The main purpose of the role is to support UNICEF’s knowledge management (KM) processes and evidence-base across the Humanitarian-Development-Peace (HDP) nexus and to contribute to the global practice/progress for the UN and partners. UNICEF is seeking a highly motivated, organized, and innovative thinker to 1) assess UNICEF’s content and systems for KM across the HDP nexus; 2) create KM solutions to strengthen UNICEF’s KM systems; and 3) contribute to the documentation and sharing of results and good practices within UNICEF and with partners. The KM Officer will work under the direct supervision of the HDP Nexus Advisor within the PGLT.

The KM Officer will be expected to:

Assess UNICEF’s systems for KM as they relate to programmatic strategies in advancing the HDP Nexus approach:

  • Assess knowledge needs as they relate to UNICEF’s HDP nexus approach and map existing and potential KM demands, capabilities, and gaps.
  • Assess the existing mechanisms for capturing results, evidence, lessons learned, and good practices within UNICEF and propose relevant and effective course corrections.
  • Assess the existing mechanisms for storing, sharing, and using results, evidence, and good practices within UNICEF and propose solutions for documentation and dissemination of useful, updated information.
  • Work collaboratively with DPAM, EMOPS, Innocenti and Evaluation office in assessing needs and responding to requests as well as other KM focal points within PG.

Create KM solutions to the identified gaps and weaknesses:

  • Develop a KM management strategy around the HDP nexus and proactively seek new ways of improving the quality of user experience on the SharePoint including sharing evidence and best practice internal and externally to promote peer learning and HQ-RO and CO exchanges.
  • Building on existing resources and in line with Programme Group Knowledge Management Framework , improve the curation of existing knowledge products, organized through thematic web pages, document libraries and databases lists and continuously update the SharePoint sites on the HDP Nexus, and Peacebuilding & Social Cohesion, including associated virtual libraries (in collaboration with EMOPS),
  • In collaboration with UNICEF’s global KM team, draft a user-friendly SOP or reference guide for HQ/ROs/COs to increase user active contribution and engagement towards UNICEF’s work across the HDP Nexus.

Contribute to knowledge creation and the documentation and sharing of results and good practices within UNICEF and with partners:

  • Support preparations for internal knowledge sharing at all levels (HQ, RO, CO), including for key global programme results Support the drafting and compiling of case studies and programming examples for reporting, advocacy/outreach materials, and senior level management engagement.
  • Support preparations for UNICEF’s external and interagency knowledge sharing across various working groups and mechanisms on the HDP nexus (e.g. the UN Joint Steering Committee to Advance Humanitarian and Development (JSC); the IASC Task Force on the HDP Nexus; and the OECD/DAC-UN Dialogue to advance the implementation of the DAC Recommendation on the HDP Nexus).
  • Lead the content creation on Yammer and explore with DGCA opportunities for external communication and advocacy

To qualify as an advocate for every child you will have…

  • Advanced university degree in communication, social sciences, political science, international relations, international development, humanitarian affairs, or other related fields.
  • Significant training and minimum five years substantial and directly relevant qualifying experience may be considered in lieu of the advanced university degree.
  • A minimum of two (2) years of relevant progressively responsible professional experience at the national/international level in knowledge management, communication, and program coordination.
  • Prior experience with UNICEF, especially in programmes, an asset.
  • Proven ability to work independently and efficiently to coordinate a wide variety of stakeholders.
  • Demonstrated experience in the execution of complex priorities, processes and projects in office work-plans.
  • Strong analytical skills and ability to work with and as part of a teams.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
