The overall objective of this assignment is to support the YAD section within UNICEF with the development of knowledge management roadmaps. The consultant will be responsible for developing the KM roadmap, which aims to accelerate the sourcing, sharing, and practical application of knowledge. The roadmap should encompass the following considerations:

  • Facilitating content connectivity: implementing a systematic approach to collect existing knowledge in easily accessible and visually meaningful formats that can be understood and utilized by diverse audiences.
  • Establishing content-to-people and people-to-people connections: applying a systematic approach to link available knowledge with the individuals who genuinely require it within a defined context.
  • Encouraging organizational culture shift and incentives: incorporating a reward system that motivates staff members to actively engage in knowledge sharing as an integral part of their core responsibilities. This initiative aims to foster a culture of continuous learning and exchange.
  • Emphasizing external collaborations: actively scanning the external landscape and seeking partnerships with external organizations to access and leverage their knowledge pools. This collaboration with enable UNICEF to benefit from external insights and ultimately enhance development impact.

Therefore, the Knowledge Management Consultant is expected to work under the Chief of Section and in collaboration with the section colleagues, as well as the TD4 and PRIME sections, to support with quality knowledge management of the youth section.

Key Deliverables:

Knowledge Management:

  • Contribute to the YAD programme knowledge management (KM) through providing assistance in data collection and analysis, monitoring implementation progress, and completing accurate reporting.
  • Support documentation of good practices and lessons learned, as well as 2 pagers for the section.
  • Collaborate with the Technology and IM officers to support with the preparation of, and contributing to, the preparation of programme reports, project proposals, donor reports, and technical papers required for the section.

Forward Fundraising:

  • Support with developing new concept notes, power point presentations and proposals for donors.
  • Support the development of donors mapping and fundraising strategies for the youth section.

In response to time-sensitive request, prepare briefs (one-to-two-page summaries) and financial analysis, as required:

  • Receive donor and HQ/RO requests for information and develop brief documents providing the required information.
  • Develop knowledge management products for the section, including support in policy briefs.
  • Support with research aimed at enhancing project proposals.
  • Support the production of high-quality progress and utilization reports for donors and key audiences.

Knowledge Management Capacity Building:

  • Support capacity building and support for internal knowledge acquisition, management, and sharing.
  • Facilitate partnership and collaboration with internal and external counterparts, including IM officer, in order to improve the ability to collect and disseminate best practices, lessons learnt and innovations, and to effectively report on outcomes.

Coordination with Partners

  • Coordination with YAD partners to build their data, reporting and knowledge management capacity to ensure timely and quality reporting
  • Conduct field monitoring missions as required

How can you make a difference?

Tasks/Milestone: Deliverables/Outputs: Timeline Provide technical and operational support to the YAD section on Knowledge Management (KM) component.

  1. Revamp OOI’s internal SharePoint and create usage guidelines
  2. Identify main youth knowledge gaps through analyzing online data streams, interviews with section colleagues and field colleagues and FGD with partners
  3. Develop a 1-year KM strategy which includes demand for content, audience, channels, and formats, which also includes what documentations needs to be delivered on by the end of the consultancy, including good practices, lessons learned and key 2 pagers for all programme section components.
  4. Develop a resource plan and ToRs for required knowledge pieces
  5. Develop KM best practices and guidelines for the section
  6. Ongoing internal SharePoint maintenance
  7. Develop and review content (document drafts, summaries, video scripts…)
  8. Support Chief of Section with the design of RAM, Mid Year Report, end of Year Report, SMQs for best presentation of section results.

2 months from signing of the contractSupport the YAD section on the Forward Fundraising plan to the donors, lead on the concept notes and final proposals.

  1. Prepare a pitch deck of new concept notes and proposal for donors.
  2. Conduct donor mappings to support the design of targeted fundraising documents for the section.
  3. Design the content of a knowledge piece which outlines the youth section results by the end of the year, which highlights through narrative and data pathways for youth, programe strategies and impact.

4 months from signing of the contractIn response to time-sensitive requests, prepare briefs (on-to-two-page summaries) and financial analysis as required

  1. Pen hold the proposal development for key donors and coordinate and collate data and results for the section and develop narrative reports.

6 months from signing of the contractProvide the capacity building support on knowledge management to the partners and the team at the YAD section.

  1. Create a plan to support capacity building for internal and partner knowledge acquisition, management and sharing.
  2. Conduct training with section colleagues, key office partners stakeholders on knowledge management.

9 months from signing of the contractMonitor the progress of the youth partners on reporting.1. Build the capacity of partners to collect content and share It with the section, to contribute to lessons learned and success stories. 2. Build the capacity of partners and key stakeholders on data, reporting and knowledge management capacity to ensure timely and quality reporting.

12 months from signing of the contractTo qualify as an advocate for every child you will have…

  • University degree (Bachelor's) degree in social studies, knowledge management, international development, economy, or relevant discipline
  • Minimum of 3 years of relevant professional working across teams to develop knowledge management plans and products, preferably in the areas of youth development, economic engagement, business and start up development, learning to earning.
  • Fluency in English and Arabic is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Knowledge/Expertise/Skills required:

  • Prior experience of planning and organizing Knowledge Management is an asset.
  • Experience of supporting the development of reports, publications, researches, evaluations, and working with multi-disciplinary teams is desired.
  • Experience developing professional presentations is an asset.
  • Experience of working with UN system is strongly preferred.
  • Experience working in the developing country context is considered as an asset.
  • Ability to communicate effectively and professionally with diverse stakeholders (written and oral).
  • Detail-oriented and deadline-driven with strong organizational skills and the ability to perform multiple tasks and balance competing priorities often within a limited timeframe.
  • Highly self-motivated and able to work independently as well as in team settings.
  • Demonstrated ability to work effectively as a member of a fast-moving and multicultural team.
  • Ability to understand and analyze challenges to translate into technical and non-technical solution designs and implementation roadmaps.
  • Ability to quickly learn new technical concepts with minimal guidance.
  • Previous experience in programmes focused on economic development, youth engagement and entrepreneurship development is welcome.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
