The UNICEF’s Humanitarian Knowledge Management ambition is to contribute directly to preparing, saving, and protecting more lives and livelihoods of children and their families through better, and better available, evidence and learning in support of humanitarian programmes for all our partners, our staff, other interested parties and affected populations themselves.

The Humanitarian Evidence and Learning Section (HELS) was recently established within the Division of Emergency Programmes (EMOPS) with the aim to contribute directly to preparing, saving, and protecting more lives and livelihoods of children and their families through better, and better available, evidence and learning in support of emergency programmes. It will approach this in support of and coordination with field, country, and regional offices, as well as other divisions across UNICEF.

The purpose of this consultancy is to support and deliver the knowledge management work programme for HELS and EMOPS. The consultancy also contributes to the implementation of UNICEF’s approach to humanitarian knowledge management

Scope of Work

The incumbent provides support in the development and implementation of EMOPS’ knowledge management strategy and UNICEF’s approach to humanitarian knowledge management. The incumbent supports the development of knowledge management products and their effective dissemination and supports KM related to the Humanitarian Evidence and Learning Section’s (HELS) work, and the broader EMOPS. In support of the KM Specialist and other EMOPS staff, works closely with DAPM, ICTD, DGCA and other Divisions that play a role in development of the Humanitarian Knowledge Management platforms and other KM products, and works closely with the EMOPS Directors Office, particularly as regards engagement with ICTD and broader information management across the division. The incumbent is expected to provide support as needed to the wider Evidence portfolio of work, in a support capacity.

Provide support for the development and implementation of the humanitarian knowledge management strategy as related to the HELS work plan

Updated EMOPS KM strategy and UNICEF’s approach to humanitarian KM

Support the work of the HELS team through research, design, and the effective maintenance of databases

Up-to-date databases and workgroup tools within EMOPS to facilitate effective communication and teamwork in line with the HELS work plan

Support the dissemination and utilization of humanitarian knowledge products

Complete records of all humanitarian knowledge products produced by HELS, EMOPS and other divisions/ offices in UNICEF are maintained

Oversee the continuous improvement and updating of the Humanitarian Knowledge Resources platform and other internal SharePoint-based sites

Up to date HKR and SharePoint sites (both communication and collaboration sites)

Advises and assists section staff in organizing online and face-to-face KM and learning events, and other office management issues

KM and Learning events such as the Humanitarian Leadership workshops, REAs network meeting etc organized and fully documented

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in knowledge management, information management, information technology or related fields;
  • A minimum of five(5) years of relevant professional experience at the national and international levels in knowledge management, programme management or other relevant fields is required;
  • Strong project management skills relating to the development and management of knowledge platforms is required.
  • Practical knowledge of SharePoint, database management, beginner’s HTML, etc. is required;
  • Prior experience working in a humanitarian organization is desirable;
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

  1. Your daily/monthly rate (in US$) to undertake the terms of reference

  3. Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
