The UNICEF’s Humanitarian Knowledge Management ambition is to contribute directly to preparing, saving and protecting more lives and livelihoods of children and their families through better, and better available, evidence and learning in support of humanitarian programmes for all our partners, our staff, other interested parties and affected populations themselves

The Humanitarian Evidence and Learning Section (HELS) was recently established within the Division of Emergency Programmes (EMOPS) with the aim to contribute directly to preparing, saving, and protecting more lives and livelihoods of children and their families through better, and better available, evidence and learning in support of emergency programmes. It will approach this in support of and coordination with field, country, and regional offices, as well as other divisions across UNICEF.

The purpose of this consultancy is to support and deliver the knowledge management work programme for HELS and EMOPS. The consultancy also contributes to the implementation of UNICEF’s approach to humanitarian knowledge management

Scope of Work:

The Consultant KM Specialist will contribute to the definition and implementation of a UNICEF strategy and approach to humanitarian knowledge management which aims to be inclusive of and responding to the needs of Country and Regional Offices as well as of other Divisions involved in humanitarian action.

As a member of the HELS team, the KM Specialist will provide analysis and advice in support of the various strategic components and work-streams that HELS is developing and delivering on, being a custodian and manager of the content that drives much of these activities. This content will be produced by as well as inform learning, innovation, guidance, and collaboration.

The scope of this consultancy covers updating the EMOPS KM strategy, implementing new development ideas for the Humanitarian Practice web portal corecommitments.unicef.org, facilitate and implement the Linking Humanitarian and Development Programming (LHD) publishing project, overseeing the continuous updating and improvement of internal SharePoint-based knowledge platforms, facilitating development of humanitarian knowledge products and knowledge exchange between country, regional and HQ based staff.

How can you make a difference?

Tasks/Milestone:

1. Complete the process of updating the EMOPS knowledge management strategy, and ensuring that it aligns to the UNICEF global KM strategy, Deliverables/Outputs: Updated EMOPS KM strategy and UNICEF’s approach to humanitarian KM

2. Work with the WIX web developer to implement the new development ideas taking into consideration content owners and user feedback for the CCCs external site, Deliverables/Outputs: Next generation platform

3. Oversee the continuous improvement and updating of the Humanitarian Knowledge Resources platform and other internal SharePoint-based sites, Deliverables/Outputs: Up to date HKR and SharePoint sites

4. Facilitate and implement the LHD Publishing project allowing country offices to review the quality of the programme linkages and assess progress against LHD goals, Deliverables/Outputs: Publishing project implemented and the online on CCCs external site fully functional

5. Serve as EMOPS focal point for KM related discussion boards and committees. Facilitate development of humanitarian knowledge products and knowledge exchange between country, regional and HQ based staff, Deliverables/Outputs: EMOPS well represented in all KM related boards and committees.

To qualify as an advocate for every child you will have…

  • •An advanced university degree (Master’s or higher) in knowledge management, information management, information technology or related field (s)

    •A minimum of eight (8) years of professional experience at the national and international levels in knowledge management, programme management or other relevant fields is required

    •Strong project management skills relating to the development and management of knowledge platforms is required.

    •Excellent communications skills, especially written communications, collaboration skills, and ability to interact in a diverse user community.

    •Prior experience working a humanitarian organization is desirable.

    •Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
