The mission of the Division of WHO’s Health Emergencies Programme (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES
Under the overall guidance of the Regional Emergency Director, and the direct supervision of Programme Area Manager, Emergency Operations (PAM/EMO), the incumbent is accountable for the supporting the knowledge and information management activities of WHE, and to support reporting needs. S/he will interact with a broad range of staff and partners, as well as ongoing contacts with officials and representatives from UN agencies, international, governmental and non-governmental organizations and institutions to provide advice and technical input in the field of health information management.
The incumbent will advocate (when possible) for the incorporation of a human rights and gender equality perspective in policies, workshops, activities (as appropriate) by the actors normally involved in policy-making.
The work is guided by World Health Assembly and Regional Committee resolutions, European Programme of Work (EPW), GPW 13, SDGs.
Within the Division of WHO Health Emergencies (WHE), the incumbent will support the development and implementation of knowledge management activities for the collation, tracking and analysis of relevant public health intelligence information, as well as reporting related to WHE activities, at the country and regional level.
The incumbent will support the development and implementation of knowledge management activities for the collation, tracking and analysis of relevant public health intelligence information, as well as reporting related to WHE activities, at the country and regional level, specifically:
1. Support the collection, analyses, production and dissemination of data/information. This includes supporting response-specific information (what, where, who, how many, how quickly, current status of events), internal and external situation reports (SitReps), epidemic bulletins, rapid needs assessments for acute events, health risk assessments, and the Public Health Situation Analysis; and health inputs into humanitarian needs overviews (HNO), and strategic response plans (SRP). 2. Aggregate and maintain inter-country and country information from WHO and partners including contact lists, performance monitoring, health indicator data, health situation data, health response data. 3. Participate in the basic data visualization and geographic analysis for maps and other reports (such as dashboards, SitReps, programmatic reporting etc). 4. Upon delegation provide information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-sectoral dashboards and reports. 5. Provide information management input into the planning and data/information management process; on data gathering and analysis, quality assurance, performance monitoring, information dissemination and management. 6. Conduct the standardization of reliable data management processes of data formatting, sustainable structure of data collection, validation, analysis and eventually results dissemination. 7. Generates routine narrative and analytical reports as required, based on the existing databases. 8. Performs all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: First level university degree in a life sciences or health-related field, or a related field. Desirable: Graduate level degree in public health or related field. Specialization in information management systems, statistics or related field. Specific training in humanitarian response or emergency information management.
Experience
Essential: At least two years of related experience in public health, information management, monitoring, and data analysis. Desirable: Relevant work experience in WHO, other UN agencies; experience working in relevant nongovernmental or humanitarian organizations.
Skills
Sound skills in the area of public health, information management, data analysis, and statistics. Demonstrated ability to design, manage and analyze complex information system projects, computer-based applications and databases, web-based tools. High level of analytical skills. Knowledge of programme management and functioning of WHO and the UN system is an asset.
Emotional intelligence; Ability to identify and manage one’s own emotions, as well as helping others to do the same.
Other skills (e.g. IT):
Advanced use of MS Office, particularly spreadsheets, data visualization and analysis tools, and databases design and management of information systems.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1974 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
