Following the five recommendations of the United Nations Secretary-General at the regional level to guide the restructuring of the United Nations development system, the Regional Collaborative Platform in Latin America and the Caribbean (RCP LAC) was established in November 2020.

The RCP LAC is chaired by the United Nations Deputy Secretary-General and the Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC) and the Regional Director for Latin America and the Caribbean of the United Nations Development Programme (UNDP) are the Vice-Chairs. The RCP LAC is composed of 24 United Nations entities, across the three United Nations pillars represented at the level of Regional Directors.

The overall objective of the RCP is to provide a light and agile United Nations development system which is demand-driven and results-oriented to ensure coordination, collaboration and the best use of United Nations expertise and assets at the regional level. The RCP LAC brings together leadership, accountability and clarity to United Nations development system goals, activities and results in the region and amplifies United Nations country teams’ support at the national level in the implementation of the 2030 Agenda for Sustainable Development and achieving the SDGs.

The RCP LAC 13 key functions include, promote joint actions to address gaps in SDG implementation; promote inter-agency joint actions in support of regional integration and collabo-ration; foster inter-agency cooperation and collaboration on sustainable development to ensure or improve implementation of internationally and regionally agreed frameworks, norms and standards; promote coherent regional policy dialogues and responses to challenges related to SDG achievement (regional public goods, agreements, norms, visions and strategies as well as common policy positions), facilitate demand-driven integrated policy advice, normative support and technical capacity to regional and sub-regional organizations, Resident Coordinators (RCs) and UN Country Teams (UNCTs); facilitate development of regional common back office plans and effective and efficient management at the regional level; and support linkages between humanitarian and development programming, in accordance with GA resolution 46/182, and in conflict and post-conflict settings, support the integration of UNCTs’ work with UN peace operations to fully contribute to building resilience, prevention and sustaining peace.

The UNV Volunteer will be part of the Joint Secretariat, which is composed by DCO, ECLAC, and UNDP. The main functions of the Joint Secretariat include: 1) Provide support to the RCP Chair and Vice-Chairs and its members; 2) Support the development, implementation and monitoring of the annual RCP workplan: 3) Support the organization of RCP meetings and maintain records of RCP proceedings, and 4) Facilitate discussion and information sharing among RCP members, and prepare progress reports and ad-hoc reports as requested by the Chair and Vice-Chairs. While UNDP will act as the host entity, the UN volunteer will sit in DCO Regional Office. The UN Volunteer will work closely with all the members of the Secretariat.

While in functional terms, the person will be hosted by UNDP, the UN Volunteer will undertake the following tasks working as part of the RCP LAC Joint Secretariat together with the focal points of UNDP, DCO and ECLAC.

Under the direct supervision of the UN Liaison and Interagency Partnerships Advisor at UNDP, and the DCO Senior Regional Coordination Officer, the UN Volunteer will undertake the following tasks

• Contribute to RCP LAC efforts by providing support to the Joint Secretariat of the RCP LAC, including on knowledge management, results-based management, and the preparation of RCP LAC meetings. • Assist the RCP LAC Secretariat in the launching, updating and functioning of the RCP LAC rosters of expertise to facilitate demand-driven support to Resident Coordinators and United Nations country teams by pooling policy expertise, including in areas that may relate to prevention and peacebuilding. • Support the establishment of Community of Practices around the RCP LAC Issue-based Coalitions and the Working Groups. • Support the implementation of cross-border/subregional initiatives (i.e. the Comprehensive Development Plan (CDP) for El Salvador, Honduras, Guatemala and the South-Southeast of Mexico ) as required. • As part of a team the UN Volunteer will participate in the organization of the RCP LAC meetings and events, and contribute to the RCP LAC efforts to promote regional partnerships, including by participating in regional and global inter-governmental fora. • Engage in activities of the Knowledge Management Hub Steering Committee and the Partnerships and Communications Working Group, as well as those of the Issue-based Coalitions and the Working Groups that are relevant for the UN Volunteer assignment.

The Republic of Panama is the southernmost country of Central America, bordered by Costa Rica to the northwest and Colombia to the Southeast. The estimated population as of April 2022 is 4,438,281 people. The population is mainly mestizo, being the largest minorities afro-descendants and mulattoes, along with amerindian, european and asian. The amerindian population includes 7 ethnic groups: Ngäbe, Kuna (Guna), Emberá, Buglé, Wounaan, Naso Tjerdi (Teribe), and Bri Bri. The predominant language is Spanish.

Panama has a tropical climate, of uniformly high temperatures and relatively humid. Panamanian weather is uniform throughout the year, with an average temperature of 27°C. Its tropical environment supports an abundance of plants, although deforestation is a present threat. Although there are heavy storms during the rainy season (between April and December), the country is outside the hurricane zone

Panama City is a very safe city. The climate is continental, with hot and dry summers, cold and snowy winters. The city offers a variety of restaurants, cafes, clubs, malls, and other possibilities of diversion. Health facilities are good.

Panama City offers good living conditions with all the comforts and infrastructure of a modern and industrialized city, while the interior is characterized by poor and underdeveloped areas. Spanish is the official language, although English is widely used in the capital city. There is no risk of immediate violence, and the country is peaceful.

Panama's economy, because of its key geographic location, is mainly based on a well-developed service sector especially commerce, tourism, and trading. Panama's Law No. 9 is still the most modern and comprehensive law for the promotion of tourism investment in Latin America and the Caribbean, and tourism and foreign investment keep increasing due among others by government tax and price discounts to foreign guests and retirees. Panama has declared different parts of the country as Special Tourism Zones which are benefited with multiple tax exemptions and tax holidays. Panamanian currency is officially the Balboa, fixed at a rate of 1:1 with the United States dollar. US dollars are legal tender and used for paper currency, while Panama has its own coinage. The banking system in Panama is among the most advanced in Latin America. Credit cards specially Visa and MasterCard are widely accepted. The country is considered a middle-income developing country, though its income distribution varies greatly.
