Organizational Setting

FAO’s Anticipatory Action (AA) translates warnings into anticipatory actions to reduce the impact of disasters on vulnerable and food insecure communities. Acting early, before a disaster has actually happened, or reached its peak is critical: it can save lives and protect livelihoods from the immediate shocks while increasing the resilience of local communities over time. AA is a key element of FAO’s Strategic Programme 5: ‘Increase the resilience of livelihoods to threats and crises’. FAO’s AA work includes global level (risk analysis, advocacy and partnerships) as well as country activities (setting up country level Anticipatory Action systems and implementation). Another nascent humanitarian approach that is distinct but complementary to AA, is the concept of establishing an adaptive and shock-responsive social protection (ASRSP) system. This paradigm focuses on an integrated approach between social protection, disaster risk management and climate change adaptation. In essence, ASRSP builds on existing large scale social assistance programmes and looks into modifying targeting methods to include household vulnerability to shocks. It aims to provide a range of interventions among poor and vulnerable households in areas that are historically susceptible to severe shocks. This approach also encourages investing in improving delivery systems and contingency planning to immediately scale up coverage using existing social registries and include high-risk households. Reporting Lines

The Knowledge Management and Learning Specialist reports to the Assistant FAO Representative for Programme in collaboration with the Joint Programme Coordinator and guidance of the Head of FAO’s Mindanao Sub-Office.

Technical Focus

This engagement primarily aims to support the scaling up of risk-informed and shock responsive social protection (RISRSP), particularly anticipatory actions, in the disaster risk reduction and management (DRRM) planning of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Regional Government. As such, the Knowledge Management and Learning Specialist will lead the design and implementation of knowledge management and learning strategies in support of the UNJP/PHI/073/CEF project in BARMM.

Tasks and responsibilities

The Knowledge Management and Learning Specialist will work closely with the UNJP/PHI/073/CEF team in Cotabato in designing and implementing activities related to knowledge management and learning strategies to include but not limited to, documentation and dissemination of good practices and lessons learned, production of evidence-based knowledge products/materials, among others.

Specifically, he/she shall perform the following tasks:

  • Design and implement the knowledge management plan in collaboration with the UNJP/PHI/073/CEF team;
  • Plan, organize and facilitate knowledge management/sharing activities and learning workshops for regional and local government partners, and other relevant stakeholders;
  • Develop a long-term knowledge management and learning strategy related to Anticipatory Action and Adaptive and Shock Responsive Social Protection which the regional and local government partners may utilize for capacity-building purposes;
  • Develop learning and knowledge management tools/materials related to the project in coordination with regional and local government partners and other relevant stakeholders;
  • Put together a documentation report to include – lessons learned, best practices, knowledge management and learning strategies/tools developed, and results of the knowledge management and learning workshops conducted.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Bachelor’s Degree in one or more of the following: Development/Management Communications, Social Science, Agriculture, International Relations or related fields; An Advanced University Degree is highly desirable.
  • Minimum of 5 years progressive experience on knowledge management or communications experience or any engagement related to information systems activities and a host of enabling management and organizational activities;
  • National of the Philippines
  • Working Knowledge (level C) of English

Technical/Functional Skills

  • Proven experience in designing and implementing knowledge management and learning strategies, especially in the development or humanitarian contexts;
  • Able to design and deliver training on knowledge management focusing on Adaptive and Shock Responsive Social Protection and Anticipatory Action;
  • Experience in developing knowledge products;
  • Excellent verbal and written communication skills;
  • Strong research and analysis skills;
  • Demonstrated ability to use software or any relevant ICT tools;
  • Working knowledge on Disaster Risk Reduction and Management, Anticipatory Action and Adaptive Shock Responsive Social Protection;
  • Good knowledge/understanding of the political, economic and social climate in BARMM;
  • Cultural and Political Sensitivity;
  • Experience working for or with government institutions, international organizations, donor agencies, civil society organizations and local community
