Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

On 24 February 2022, the Russian Federation launched an illegal full-scale invasion of Ukraine, causing widespread death, destruction, displacement and suffering, leaving at least 17.6 million people in need of humanitarian assistance in 2023. Additionally, the war is increasing gender and intersectional vulnerabilities and inequalities. Across the country, marginalized groups including LGBTIQ+, minorities, people with disabilities and people living with HIV/AIDS are at heightened risk of exclusion, sexual and economic exploitation, violence, and abuse. UN Women leads and coordinates United Nations system efforts to ensure that the commitments to gender equality and gender mainstreaming translate into action in humanitarian response plans.

In Ukraine, UN Women is the co-lead of the Gender in Humanitarian Action Working Group (GiHA), providing technical, advisory and programmatic support to the Humanitarian Country Team (HCT) and the Inter Cluster Coordination Group (ICCG). The GiHA working group is comprised of gender focal persons from the clusters and sub clusters and provide critical support to ensure gender analysis, and advocacy is adequately coordinated, disseminated, and utilized, through the ICCG, including for strategic planning purposes such as Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP).

Under the overall guidance of the Country Representative, Deputy Representative, and direct supervision of the Head of Humanitarian Programming the Knowledge Management and Data Analyst provides technical support to the development and implementation of the GiHA Programme, including research, coordination, and production of knowledge products as well as supporting efficient monitoring and evaluation of the programme at country levels

Duties and Responsibilities

Research, coordinate, and produce GiHA knowledge products and other products related to the needs and interests of women in humanitarian action

  • Explore with GiHA partners, key areas of knowledge that require further examination to consolidate the GiHA model and support scale-up.
  • Conduct research and keep up to date on the latest developments on GiHA priority thematic areas and data collection in the UNCT cluster system.
  • Participate and closely collaborate with Assessment and Analysis Working Group (AWG) and systematically provide gender inputs and collect data from different assessments/reports.
  • Support GIHA Gender analysis Task Force with the quality gender analysis and gender-responsive assessments and research, and guide research stakeholders on gender-sensitive questions/data collection
  • Develop any required GiHA knowledge products, Gender Alert, Guidance Notes, Briefs, surveys, etc., including data collection, analysis and report drafting, and effective dissemination of final products.
  • Liaise with UN agencies, implementing partners, and academic / research institutions as needed.

Provide advocacy, communications, knowledge management and sharing support

  • Assist in UN Women advocacy activities, including providing support to public events, visits of UN officials, including field visits and participate in other UN Women advocacy initiatives
  • Maintain and develop GiHA documentation data bases and libraries, and dissemination of their contents amongst amongst GiHA partners, governmental counterparts and the UN system
  • Engage with policy-oriented research partners that provide data, analysis, advice and peer review support
  • Support the Head of Humanitarian Programming and the GiHA Coordination Specialist in regular coordination meetings
  • Provide technical assistance with preparing and reviewing documents, including program ddocuments, GiHA communication materials, briefing notes, talking points and presentations as needed.
  • Working closely with the CO Comms Team, prepare GiHA communications materials, including fact sheets and press releases, for the corporate website, social media accounts and other electronic/print media sources

Provide monitoring and evaluation support

  • Provide technical support in consolidating the M&E data collection on humanitarian action in a timely manner according to the reporting schedule
  • Provide technical support in coordinating the continued use and analysis of the relevant surveys and statistics;
  • Draft the progress reports and annual reports according to country/regional/global reporting commitments as required.

Required Skills and Experience

Education and certification:

  • A Master’s degree in Human Rights, Gender Equality, Law, Social Sciences, Public Administration or other development related sciences is required. A first-level university degree in the same areas in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least two (2) years of experience in the design and delivery of programmes/projects across humanitarian settings is required.
  • Experience in programme management, including managing budgets, suppliers and grant recipients is required.
  • Experience in writing reports, research documents, articles and/or blogs, is required.
  • Experience using office software packages (MS Word, Excel, etc.), as well as multimedia tools, is required.
  • Experience of creating or analyzing working/business plans is an asset.
  • Experience in developing partnerships across a wide range of organizations is an advantage.

Language Requirements:

  • Fluency in English is required.
  • Knowledge of the other UN official working language is an asset.
