Office/Unit/Project Description

The United Nations Development Programme (UNDP) is committed to promoting gender equality and women’s empowerment through a diverse range of programming activities, knowledge products, advocacy campaigns and capacity development tools. This is clearly envisioned in its Gender Equality Strategy 2018-2021 and in its Strategic Plan 2018-2021 which sets out the direction for UNDP to work with countries achieve the 2030 Agenda for Sustainable Development.

UNDP has a longstanding commitment to mainstreaming gender equality and promoting women’s empowerment in its work. The Gender Equality Team of the UNDP Istanbul Regional Hub (IRH) in the Regional Bureau for Europe and CIS (RBEC) supports 18 countries and territories in the Europe and Central Asia (ECA) region to address gender equality in all thematic areas. These include but are not limited to the emerging priorities from COVID-19 such as digital transformation, a just transition to a green economy, financing for development in addition to governance and access to services, and political and economic empowerment.

As part of this work, the IRH Gender Equality Team designs advocacy campaigns, and documents, compiles, analyses and presents information and messaging on gender equality issues in ways that can meaningfully inform policy design. Such information is used to help UNDP provide evidence-based advisory services to governments and other partners to advance gender equality in the region, and facilitates peer exchange and learning within the organization.

The Knowledge Management and Communications Analyst will work to provide advisory services and expertise in disseminating, creating and managing information and knowledge. S/he will support regional Communities of Practice, facilitate effective sharing of knowledge and resources among Country Offices, especially those participating in the UNDP Gender Equality Seal, support communications and outreach for the regional STEM4ALL online platform, and increase the overall visibility of the work in gender equality and women’s empowerment in the region through social media and other online communications channels. Furthermore, the consultant will work to introduce new online tools and technologies to enhance the work of the practice.

Institutional Arrangements: The Knowledge Management and Communications Analyst will report to Team Leader, Gender Equality and Women’s Empowerment at the UNDP Istanbul Regional Hub.

Duties and Responsibilities

Scope of Work

Under the direct supervision of the Team Leader, Gender Equality and Women’s Empowerment at the UNDP Istanbul Regional Hub, the analyst will undertake the following tasks;

Support Country Offices, particularly those participating in the RBEC Gender Equality Seal programme, in providing coordination and technical support

  • Supporting the implementation of the Gender Equality Seal programme in Country Offices by assisting with virtual missions and reviewing and advising COs on their communications and knowledge management materials;
  • Creating and managing a dynamic online portal of gender equality resources for COs, helping to share knowledge, learn and apply good practices and promote learning within and across regions.

Support compilation, analysis and presentation of data, briefs and fact sheets on gender equality to strengthen evidence-based policies and programmes and advocacy;

  • Manage the knowledge storing and sharing efforts of the IRH Gender Equality Team;
  • Supporting COs and IRH in reporting results at regional and global levels;
  • Compile and disseminating key resources gender equality and women’s empowerment at global, regional and national levels on a regular basis with COs;
  • Managing the content and periodic newsletter issued by the IRH Gender Equality Team;
  • Support research and data collection on gender equality for policy briefs and advocacy tools and platform, including in the integrated SDG agenda of sustainable development, democratic governance and peacebuilding and climate and disaster resilience.

Formulating and implementation of innovative communications strategy/plan around gender equality issues, trends, and developments in the ECA region.

  • Coordinate with IRH Gender Equality team members and the IRH Communications Team in the preparation, content development, coordination of production and dissemination of substantive online and offline knowledge products, and communications and advocacy materials;
  • Lead the conception and application of innovative communications and advocacy approaches and tools, including the use of social media, podcasts, and other online methodologies to ensure strategic outreach and engagement on gender equality and women’s empowerment;
  • Develop and align the Gender Equality Team communications strategy with relevant UNDP regional and global communications strategies and engagement plans;
  • Lead the team’s substantive communications and engagement in relevant UN/international days on gender equality;
  • Support the design of engaging online content on gender equality (articles, blogs, stories, videos, advocacy and social media campaigns, etc.) to advance the SDGs.

Required Skills and Experience

Min. Academic Education

  • Master’s degree in social or political science, international development, international relations, media relations, journalism, communications, public relations or related field.

Min. years of relevant work experience

  • At least two years of work experience in the field of gender and development, with proven communications skills.

Required skills and competencies

  • At least one year of work experience on knowledge management is required.
  • Familiarity with online platforms (e.g., Microsoft package, Miro, Canva and similar)
  • Knowledge of the gender equality and women’s empowerment in the Europe and Central Asia Region

Desired additional skills and competencies

  • Academic background and research experiences in gender equality and women’s empowerment is considered a strong asset.
  • Work experience in development programme and project is considered an asset.
  • Experience in organizing online events, including planning, logistics and reporting is desirable.
  • Experience in reporting evidence and results at programme and project levels is desirable.

Required Language(s) (at working level)

  • Excellent oral and written proficiency in English
  • Knowledge in Russian language is an asset.
