ORGANIZATIONAL CONTEXT

The Democratic Republic of Congo (DRC) is largely dependent on agricultural activities with 80 million hectares of arable land and 50% of the continent’s water resources. The agricultural sector is responsible for over 60% of employment, 70% of which is composed of women. Ranking 179th out of 191 countries on the Gender Inequality Index, gender gap in DRC limit women and girl’s rights over assets, active participation and agency in decision-making processes, and safeguards against shocks and gender-based violence. Multiple factors affect women’s low economic power such as poverty, lack of land/property access and ownership, lack of access to new technologies and finance, social stigma, heavy family responsibilities and low levels of education, as well as insecurity in rural areas after armed conflicts. In these circumstances, vulnerable population, especially women-headed households, may resort to harmful strategies, including selling livestock and productive assets to cope with food shortages, ultimately affecting their food and nutrition status. In the current context of protracted crises, with multiple shocks and stressors, DRC requires increasing investments in resilience building through gender-sensitive approaches to support smallholder farmers become more self-sufficient and promote inclusive and sustainable agricultural practices.

Compounding the situation is the perennial civil instability and conflict – particularly in the east of the country and the Kasai provinces – contributing to large-scale population displacements, disrupting agricultural activities and impeding access to markets, schools and healthcare. Nevertheless, some areas of relative stability has enabled implementation of resilience building activities targeting returnees, host families and other vulnerable people.

Currently, the WFP resilience programme is active in Tanganyika, North Ubangi and South Ubangi, Kasai, Kasai Central, North and South Kivu and Kinshasa with funds provided by the governments of Sweden, Germany, Norway, Belgium and Canada. The joint resilience partnership between FAO and WFP has also been recently expanded to include UNICEF and discussions are undergoing to expand to other UN agencies.

THE ROLE

In order to strengthen its Resilience Unit’s team at CO level, the World Food Programme is seeking for an international consultant to manage and coordinate the knowledge management, communication, programme development and reporting activities related to the various Resilience and Safety Net initiatives in the DRC. Under the direct supervision of the Head of Resilience Unit, the consultant will support the Joint resilience unit at CO level. He/She will also support the field offices on the Resilience and Safety Net Programmes’ reporting and strategic document design.

KEY ACCOUNTABILITIES (not all-inclusive)

Communications/Coordination

• Strengthen the messaging / advocacy material on resilience and safety net initiatives, for public dissemination.
• Develop a user-friendly/comprehensive narrative for all the resilience projects, summarizing products/outcomes and impact of the interventions;
• Identify events (in-country and external) where the resilience programme could be associated, including logistics and the preparation of related documentation;
• Help develop new programme proposals, in close collaboration with External Partnership;
• Help the coordination with other UN Agencies (FAO, UNICEF, UNHCR) active in the framework of the resilience programme.

M&E and Reporting

• Lead the reporting of all the Resilience (strengthening livelihood and promoting self-reliance and resilience of targeted households and communities) in line with LogFrame of approved Project Documents;
• Supervise the projects’ monitoring through field visits, review of back to office reports and provide necessary technical support to address reported issues;
• In liaison with the WFP Monitoring and Evaluation Unit, ensure the establishment and regular update of a sound database on projects’ outputs and achievements;
• Lead the reporting process and submission of the Country Office ACR (Annual Country Report), the monitoring data analysis and the performance management narrative APP (Annual Performance Planning);
• Consolidate the reporting material (documents, presentations, etc.) for all the resilience projects, based on regular monitoring and evaluation data and feedback from the field.

Knowledge Management

• Identify good practices and lessons learned from the implementation of the resilience programme, and document this knowledge for a potential wider replication and use;
• Organise opportunities for the sharing of queries, discussions, comparative experiences, best practices and other information;
• Develop narrative on the New ways of working: ensuring good presentation and publication of results, if needed jointly with other partner agencies;
• Summarize evidence-based recommendations and lessons learned and prepare improved guidance materials (e.g. manuals) on project implementation;
• rovide technical advice on studies and research conducted at country level.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University Degree (Master’s) in communication, rural development, agriculture, international development or related field of study;

Professional Experience:

• At least 3 years of postgraduate professional experience in international development, donor aid programmes or other related fields;
• Demonstrated professional experience in research and data analysis in Food Security, Nutrition and socio-economy;
• Experience in communication and knowledge management

Knowledge & Skills:

• Solid understanding of the 2030 Agenda and the Sustainable Development Goals, as well as how the work of WFP/resilience can contribute to achieving them.
• Knowledge of effective advocacy and knowledge sharing tools and techniques
• Demonstrated ability to present findings of analytical, assessment and monitoring reports;
• Demonstrated capacity to capture lessons learned and write documents that are practical and concise;
• Excellent people skills, strong client service orientation, openness to feedback, new ideas, and ability to guide and empower others; and
• Willingness to travel and provide field-level support.

Languages:

• Fluency in oral and written English and French: Level C

TERMS AND CONDITIONS

This is an International Consultancy position and candidates must be a national of a country other than the country of assignment.​ The selected candidate will be required to relocate to Kinshasa, DRC to take up this assignment.
