UNFPA Asia and the Pacific Regional Office is seeking a UNV to collaborate with UNFPA Asia and the Pacific Regional Office and UNFPA country offices and implementing partners in Asia and the Pacific to implement regional knowledge hub/repository and ensuring UNFPA continues to provide evidence and knowledge to the Asia and the Pacific Knowledge SDG Knowledge Hub https://knowledge.unasiapacific.org/ The UNV will provide support in strengthening APRO’s approach to knowledge management through continuous improvement of the regional knowledge hub, facilitating information exchange and supporting document/records management. .

APRO provides leadership in positioning the agenda of the International Conference on Population and Development (ICPD) at the forefront of poverty reduction and development strategies, policies, and debates throughout the region. APRO facilitates advocacy and policy dialogue to generate the political will and financial resources needed to achieve the goals of the ICPD Program of Action, which emphasizes the integral links between population and development, focusing on meeting the needs of individual women, men and young people. The ICPD agenda underpins UNFPA’s work globally, and APRO is responsible for developing and maintaining strategic partnerships and regional networks to ensure broad ownership of the agenda in the region. This includes facilitating the exchange of knowledge and working to improve the quality of programming.

UNFPAs development effectiveness depends upon its knowledge capacity and learning culture. Making quality assured knowledge available to UNFPA staff, which in turn make knowledge available to key stakeholders, is a principle of UNFPA’s knowledge management approach. APRO’s current knowledge management focus is on knowledge generation and use, which includes analysis of existing knowledge and the creation of new knowledge to influence policy and/or program practices.

Under the direct supervision of Regional Program Specialist, the UN Volunteer will undertake the following tasks:

• Using a consultative process, continually collect and support the documentation of good practices, aggregation of knowledge products, guidelines and evidence to build and maintain an Asia and the Pacific knowledge hub related to UNFPA’s mandate and the Asia and the Pacific Knowledge SDG Knowledge Hub https://knowledge.unasiapacific.org/ The UNV will continually maintain and improve upon the user-friendly interface and populate the online structure with relevant agreed resources. • With the Regional Program Specialist, compile global and regional guidelines, data sets, best practices and innovations in programming in consultation UNFPA technical advisors, UNFPA country office staff and implementing partners and oversee day-to-day management of the UNFPA knowledge product repositories based on UNFPA's Strategic Plan outcome areas. • With communications experts, develop and promote UNFPA knowledge products and materials. • With the Regional Program Specialist, provide ongoing training and support to UN-FPA staff and implementing partners on how to tag, maintain and upload resources to the system.

Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Program for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:

• UNFPA Asia Pacific Regional Knowledge Hub populated with good practices, knowledge products and evidence in each of UNFPA’s core thematic areas in the UNFPA Strategic Plan including but not excluded to Sexual Reproductive Health and Rights, Youth, Gender, Population Dynamics, Humanitarian and Organizational Effectiveness and Efficiency (Communications, Innovation, Resource Mobilization, Program Development, Monitoring and Evaluation, Human Resources, Operations etc.) • Contributions to the Asia and the Pacific Knowledge SDG Knowledge Hub https://knowledge.unasiapacific.org/
• Trainings conducted for UNFPA staff and implementing partners on knowledge management principles and practice • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter- parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

• or demonstrated interest in working in one or more of UNFPA’s areas of work: sexual reproductive health and rights, youth, gender and/or population dynamics. Previous volunteer experience in these areas will be considered. • Managing documents, reports, data and strong research skills is required. The UNV must be self-motivated to search for information and possess interpersonal skills to access knowledge products from others. • Experience and knowledge of libraries, documents management, developing taxonomies and the usage of authority records is preferred. • Experience with development of ICT or website/blog platforms is preferred. A solid understanding of how web applications work including security, data repositories, session management and best practices is preferred. • Experience with Google Sites and Google products is preferred. Knowledge of Tableau, Canvas and other visualization software is preferred. Willingness to learn is required. • Strong verbal and written communications skills in English and presentation skills essential. • Experience in the Asia and the Pacific region is preferred.

Over the last four decades, Thailand has made remarkable progress in social and economic development, moving from a low-income to an upper-income country in less than a generation. As such, Thailand has been a widely cited development success story, with sustained strong growth and impressive poverty reduction. While Thailand has been successful in stemming the tide of COVID-19 (coronavirus) infections over the last few months, the economic impact has been severe and has led already to widespread job losses, affecting middleclass households and the poor alike and threatening hard-won gains in poverty reduction…Economic growth in Thailand is expected to contract in 2020 , which is among the sharpest projected declines in the East Asia and Pacific region, due to a decline in external demand affecting trade and tourism, supply chain disruptions and weakening domestic consumption. The outbreak will likely lead to severe job losses, particularly in tourism, due to transmission control and social distancing measures. The impact on household welfare is also likely to be severe. The number of economically insecure, i.e., those living below $5.5 per day, is projected to double from 4.7 million in Q1 2020 to an estimated 9.7 million in Q2 2020, before recovering slightly to 7.8 million in Q3 2020. Poverty declined substantially over the last 30 years from 65.2% in 1988 to 9.85% in 2018 (based on official national estimates). However, the growth of household incomes and consumption growth both have stalled nationwide in recent years. This resulted in a reversal in the progress of poverty reduction in Thailand with the number of people living in poverty rising. Between 2015 and 2018, the poverty rate in Thailand increased from 7.2% to 9.8%, and the absolute number of people living in poverty rose from 4.85 million to more than 6.7 mil-lion.
