Duties and Responsibilities

The consultant will work closely with UNDP in the design of the survey that will target: i) 460 participants distributed across the four targeted municipalities based on the population size and distribution by gender (men and women) aged 18 – 60+ years through an interviewer-administrated questionnaire, ii) 24 – 40 key informant interviews (KIIs) which will include the four mayors, the four heads of local development units (LDUs), 2-4 male and female members of each municipality local council (50% men and 50% women interviewed members in each local council) and 2-4 male and female heads of each municipality local NGOs and/or CBOs (50% men and 50% women interviewed heads in each municipality), iii) eight focus group discussions (FGDs) (2 sessions per municipality; 1 for men and 1 for women) with 8 to 10 participants in each session. The consultant will be responsible for the development and presenting the survey methodology which includes sampling techniques, sample selection, instruments and procedures of data collection and analysis. In addition, the consultant is expected to train at least eight women from the four designated municipalities (two women from each municipality) on the appropriate data collection techniques. The participants will be recruited mainly by UNDP and its local community partners, with support for the consultant. UNDP will directly provide incentives to the selected enumerators from the local community. At the end of the assignment, the consultant shall provide a comprehensive final report on: i) public attitudes and perception regarding women’s participation, representation, leadership and decision making in both public and private spheres with a focus on their roles in hygiene, protection and 5Rs, ii) gender roles at the household and community levels in general and during COVID-19 in specific, iii) challenges, negative social norms and expectations as well as opportunities.

Key deliverables:

  • An inception report of i) literature and desk review, ii) action plan and a short paper outlining the methodology and tools to be used in the survey for approval from UNDP.
  • A progress report that shows the initial results of the survey.
  • A comprehensive report with results and recommendation, including Annexes:

- A detailed survey results outlining information on the public attitudes and perception regarding women’s participation, representation leadership and women’s ability in decisions making in the private and public spheres with a focus on the gender roles regarding hygiene, protection, solid waste management and 5Rs. In addition, the public attitudes and perception regarding the role of the local CBOs in raising the community awareness regarding women’s rights, encouraging women’s engagement in the public sphere and combating violence against women, and the community’s aspirations regrading improving the CBOs roles in the above-mentioned thematic areas. All analysis and conclusions should be disaggregated by locality, gender and age group.

- Current challenges and negative social norms and expectations.

- Recommendations to address and mitigate identified challenges and negative social norms including those coming from the stakeholders themselves.

- Opportunities to overcome challenges and negative social norms.

- Annexes on the used tools (questionnaires, FGD guide, and KII guide, etc.…).

- Annex for the FGDs attendance sheets and list of interviewed key informants.

Required Skills and Experience

Education

  • A Bachelor or master’s degree in development and social studies, human rights, gender and women studies, law, or any related field

Work Experience

  • A minimum of 10 years of professional technical experience in conducting surveys particularly community perception survey.
  • Proven record of previous publications/reports related to community perception survey. Gender and women’s empowerment knowledge is an asset.
  • Good experience in socio-cultural, geopolitical and economic country context, as well as labour rights, international labour standards and gender equality principles is a strong asset.

Other Qualifications

  • Language requirements: all deliverables should be in English. Only the final report should be provided in Arabic as well.
