Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

Generation Equality is a multi-stakeholder initiative convened by UN Women to catalyze partners, increase investments for gender equality, drive results and accelerate the full and effective implementation of the Beijing Platform for Action and the Sustainable Development Goals. The initiative also aims to sustain and expand a movement of support for gender equality with civil society and youth leadership and activism at its heart. Generation Equality is fully embedded in UN Women’s Strategic Plan and aims to accelerate the achievement of results contained therein, notably by operationalizing the Strategic Plan’s vision of achieving results through partnerships. Generation Equality is also recognized by the Secretary-General’s “Common Agenda” as an important initiative for the UN system to take stock of and build on.

During the 2021 Generation Equality Forum, the Action Coalitions were launched to take on six critical issues that underpin gender equality. Along with the Compact on Women, Peace and Security and Humanitarian Action (WPS-HA Compact), they are a set of global, innovative, multi-stakeholder partnerships mobilizing the world to catalyze collective action; spark global and local conversations among generations; drive increased public and private investment; and deliver concrete, game-changing results for girls and women. Concerted effort, investments and accountability together with sustained solidarity for action is required to secure the gains secured at the Forums in Mexico and Paris, as well as ensure new momentum and commitments. Critical for the success of Generation Equality and the Action Coalitions is a well-resourced Accountability Framework of the Action Coalitions. Established through consultations with Generation Equality Stakeholders, the Action Coalitions Monitoring and Accountability Framework outlines the efforts required to hold Action Coalition Leaders and Commitment Makers accountable for the pledges made towards a better life for women and girls. The Framework is anchored in the Action Coalition’s Global Acceleration Plan for Gender Equality that outlines bold results that are to be achieved for each Action Coalition by 2026. The Monitoring and Accountability Framework for the Action Coalitions include four elements:

  • Annual reporting on implementation of COMMITMENTS
  • Biannual assessment of progress towards the global TARGETS set by blueprints in the Global Acceleration Plan
  • Assessment of the extent Generation Equality reflects transformative PROCESSES
  • STORIES OF IMPACT that demonstrate experience of challenges and change

UN Women is the custodian of the Action Coalition Monitoring and Accountability Framework which is led by the Research and Data Section in the Policy, Programme and Intergovernmental Division.

Duties and Responsibilities

The Knowledge and Programme Management Analyst will provide support to the Accountability Framework Lead in Research and Data on programme management for the implementation of the Monitoring and Accountability Framework. In addition, the Knowledge and Programme Management Analyst will lead the production of the GEF annual Accountability Report and related products and manage knowledge and internal/external communication of the Monitoring and Accountability Framework. The position reports to the Accountability Framework Lead, with a dotted line to the Women Count Programme and Knowledge Management Specialist in R&D.

1.****Programme management and support

  • Review and comment on the work of the Accountability Framework’s team in R&D and consultants to ensure that work products developed for the Framework are adequate for internal and external dissemination;
  • Provide programmatic support for the timely implementation of the Monitoring and Accountability Framework (MAF), including formulation, planning and implementation of the different components;
  • Draft and maintain the project timeline and production schedule, ensuring that planning mechanisms are established and maintain an up-to-date repository of workplans, and contracts matched against commitments, to meet the deliverables for the project.
  • Provide operational support as needed to ensure timely implementation of activities including budgeting, financial monitoring, HR monitoring, procurement and logistics to ensure alignment with UN Women’s Rules and regulations and results-based management principles;
  • Working with the Programme Associate, oversee the project’s budget and procurement plan, including relevant procurement and HR processes and contracts.

2.****Lead the production of the GEF Accountability Report and its associated products

  • Be responsible for securing vendor contracts for editing, design, web development, printing, translation of the report; develop and manage contracts for consultants.
  • Working with the Accountability Framework team, support the commissioning of case studies by developing terms of reference, overseeing contracts and keeping track of deliverables and payments.
  • Maintain the project’s editorial guidelines and serve as the copy-editing focal point for the project to ensure that all material produced adheres to the project’s editorial style.
  • Working with the Accountability Framework team, ensure the finalization of all content, and coordinate the fact checking process for the project, as well as the references, and front and back matter.
  • Coordinate the design and layout of the report, and working closely with the design vendors, develop a visual identity of the report in line with UN women branding guidelines.
  • Coordinate the web presence of the report, working with the relevant internal colleagues.

3.****Manage knowledge and internal/external communication of the Monitoring and Accountability Framework

  • Oversee knowledge management for the Monitoring and Accountability Framework, including contributing to the development of knowledge management systems and tools to improve efficiency in producing, storing and sharing information with internal and external stakeholders;
  • Support the process of developing and dissemination of best practices and lessons learned that are directly linked to the implementation of the Monitoring and Accountability Framework;
  • Working with the Generation Equality Coordination Hub Team, review and update databases of relevant stakeholders intended as audiences for routine partner outreach and engagement such as commitments survey distribution;
  • Assist in the systems transition of knowledge management processes and systems on Accountability to the Generation Equality Phase II Coordination Hub and relevant teams
  • Manage communications with external collaborators, including consultation with the Accountability Working Group on survey design, blueprint measurement, etc. and ensure timely communication with and provision of necessary materials to the Community of Practice on Accountability or related working groups;

4.****Contribute to the work and mandate of the Research and Data Section

  • Provide technical and logistical support for the organization and coordination of learning events
  • Contribute relevant information and data for GEF reporting, including the annual donor report
  • Participate actively in the relevant R&D working groups, including the communication and the monitoring working groups.
  • Represent the Monitoring and Accountability Team in meetings as requested
  • Provide other related support to the supervisor and Section Chief as requested

Required Skills and Experience

Education

  • Master degree (or equivalent) in development related disciplines, gender, economics, statistics, development, project management, or other social science fields.

Experience

  • A minimum of 2 years of relevant experience with a demonstrable ability to coordinate and/or provide analytical support to complex international programmes or projects. Experience working on Generation Equality is a strong asset.
  • Experience in knowledge management and programme support; Knowledge of UN Women’s results-based monitoring is an asset.
  • Experience in coordinating events, workshops, meetings and advocacy events;
  • Previous experience working on gender statistics and/or coordinating multi-stakeholder partnership initiatives is an asset
  • Familiarity with UN Women

Languages

  • Fluency in written and oral English is required.

Knowledge of another UN language is desirable but not a requirement.
