UNICEF is the UN agency with the greatest capillarity in Brazil with a total of 9 field offices with longstanding partnerships with over 1,924 municipalities in the Amazon region. UNICEF Office in Roraima has been positioned for humanitarian action and has been leading the migration response in the field. UNICEF is thus well positioned to provide timely and context-specific program and humanitarian support in vulnerable geographical areas, including remote locations. In Roraima, Brazil´s most indigenous state, UNICEF has been leading the process of involving and strengthening local indigenous organizations to cope and integrate indigenous migrants and refugees, as well as working on the humanitarian development nexus. UNICEF has supported the participatory process led by the indigenous organizations to develop of a Governance Plan of the Indigenous territories of São Marcos and Surumú, directly affected by the migration flow. Working closely with host communities, local organizations and key stakeholders has been a priority for UNICEF to strengthen public policies and prepare for emergencies. UNICEF participates in the Response for Venezuelans (R4V) platform and is part of Information Management (IM) working groups in the local and national levels. A Humanitarian Performance Monitoring System has been developed and dashboards produced to follow main indicators. Periodic situation analysis support decision making and the planning process. Knowledge has been generated on the characteristics of the population and migration trends throughout the months in the last 4 years of humanitarian response.

Purpose

The Knowledge and Information Management (KIM) consultant reports to the Emergency Manager and has a direct link with the Emergency Technical Team (ETT), receiving technical guidance from the Humanitarian Affairs Officer in Brasília. The KIM provides technical and operational support in information management, data visualization and knowledge management for UNICEF to make evidence-based and strategic decisions. He/she works closely with other team members (national and local) and partners to capture, organize, share, and use knowledge for improved organizational performance towards development and humanitarian results for children. In particular, the KIM is responsible for: (i) gathering data on the scale, scope and coverage of the inter-agency emergency response; (ii) analysing assessments data on the needs of affected populations, and timely sharing information with programme areas; (iii) identify trends and key gaps in needs and response; (iv) support reporting with up to date data and overall figures. Two travels to Brasília and two travels to Boa Vista are expected to be part of meetings.

Expected results:

Result 1: Knowledge management

Activities:

  • Support the development of Knowledge Management tools to document and visualize knowledge developed within the emergency context, especially in migration response;
  • Support UNICEF personnel in quality assurance and clearances prior to dissemination;
  • Work closely and collaboratively with UNICEF personnel to ensure the usage of acquired knowledge to improve programme performance.

Result 2: Information Management

Activities:

  • Provide clear and concise data visualization products (maps, dashboards, infographics) to UNICEF and partners;
  • Support UNICEF with situation analysis on the Venezuelan migration context in Brazil, in accordance with official data sources, including information disaggregation by age, gender, ethnicity, disabilities and vulnerabilities;
  • Develop and maintain catalogues of Information Management products, including maps and assessments;
  • Participate on local and national Information Management Working Groups meeting;
  • Respond to data visualization requests, including delivery of products to support advocacy and resource mobilization efforts, related to any emergencies and humanitarian-development nexus initiatives.

Result 3: Reporting support

Activities:

  • Support the development of effective methods and platforms to standardize and share information in accordance with UNICEF guidelines;
  • Support timely information analysis for the preparation of progress reports;
  • Support the preparation of donor reports.

Deliverables:

The services included in the contract will be delivered by product every month. The results will be evaluated by the following deliverables:

  • Product 1: Report on technical support provided to UNICEF through participation on R4V Information Management Working Group and support to Activity Info reporting.

  • Product 2: Presentation of a report on support provided to programme areas on results analysis for programme and donor reports in Boa Vista.

  • Product 3: Presentation of a report on Knowledge Management and Situation Analysis in Brasília. Payment 20%;

90 days

  • Product 4: Presentation of a report on maintenance of dashboards, providing up-to-date data visualization in Brasília.

Payment 20%;

120 days

  • Product 5: Presentation of a report on border monitoring with monthly analysis on daily data provided by Brazilian Federal Police in Boa Vista.

Performance indicators

  • Punctuality in meeting deadlines;
  • Quality of the contents;
  • Timely provision of the deliverables;
  • Full adherence to workplans and diligences as agreed with Supervisor;
  • Satisfactory quality level of reports and actions (quality of inputs, analysis, register of activities, recommendations, etc.)

Immediately upon signature of the agreement, the UNICEF supervisor and the selected consultant will meet for detailed discussion of the Work Plan and the quality criteria for product delivery. Regular meetings will also be scheduled at a distance or in person to follow up the activities defined in the Work Plan.

The monthly project progress reports shall be subject to review and approval by UNICEF after delivery by the Consultant. If needed, revisions and alterations may be requested by UNICEF related to quality and technical depth parameters. Only after final clearance from the UNICEF Brazil, will the payment be processed.

Technical background, and experience required

  • A university degree in one of the following fields is required: Statistics, Business Administration, Political Science, International Relations, Social Sciences, Anthropology, Sociology, Geography or another relevant field;
  • A minimum of two years of professional experience in information management, humanitarian action or disaster preparedness is required. Additional years of experience is an asset;
  • Experience with Indigenous organizations and work in Indigenous communities is a strong asset;
  • Relevant experience in programme development in human rights in Emergency related areas in a UN system agency or organization is considered an asset.;
  • Excellent communication, team work and communication skills, including the capacity to deliver results with tight deadlines;
  • Experience in both development and humanitarian contexts is an added advantage;
  • Fluency in Portuguese and English is required. Working knowledge of Spanish will be considered as an asset.

General Conditions: Procedures and Logistics

  • UNICEF will provide the consultant all required core equipment and material for fulfilling his duty, including computer.
  • Expenses related travels will not be covered by UNICEF and should be part of the financial proposal.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.

Insurance and health coverage

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

Financial Proposal

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Restrictions

  • Consultants may not receive training at the expense of UNICEF. Notwithstanding, consultants must complete the applicable mandatory trainings.
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF's policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
