A qualitative improvement in the sustainability and stability of the Palestinian Justice sector, in a manner that improves the lives of Palestinians.

Functional Responsibilities

Under the direction and the supervision of the OQ Rule of Law Director, the Justice Sector Advisor will carry out the below scope of work in cooperation with relevant Palestinian and Israeli authorities, as well as international partners operating in the Sector:

  1. The Advisor will work to strengthen legal cooperation between relevant Israeli and Palestinian justice institutions, including in matters such as necessary exchange and access to information, in a way that measurably enhances accountability and delivery of justice. Specifically, the advisor will:
  • Support Rule of Law progress on legal cooperation through consultations with Palestinian and Israeli key institutional stakeholders, as well as with relevant civil society and international partners, to pinpoint and analyse systemic procedural and legal barriers to legal cooperation between the parties at key points along the justice chain, as well as to quantify the impact of legal cooperation weaknesses on institutional performance and due process guarantees;

  • Produce actionable technical and strategic recommendations for regulatory, policy and practice initiatives that would support enhanced legal cooperation throughout the justice chain and serve to facilitate greater legal cooperation therein, reducing barriers to the enjoyment of fair and effective justice for the Palestinian population.

  • Support efforts of the parties to reconvene the long-dormant Joint Legal Committee, foreseen in Annex IV to the Oslo Accord, as a vehicle to discuss and resolve a range of issues between the sides, including possible designation of a liaison official within the PA Ministry of Justice.

  • examine and provide actionable recommendations to the director to address the effect of legal cooperation gaps as they impact a cross section of offenses from traffic violations to violent crime, where offenders are not held accountable under one or the other of Israeli or Palestinian systems, due to factors such as lack of evidence sharing or application of different legal standards – thus undermining public confidence in the administration of justice.

  1. Contribute ROL’s work in enabling the Shari’a courts to measurably address challenges faced in family cases involving families divided between Israel and Palestinian territories, in particular as it pertains to cases impacting women and children, as well as with the court’s ongoing efforts to reduce the backlog of cases pending execution. This work will be carried out in consultation with UNDP and other sectoral counterparts.

  2. Together with the OQ ROL’s Fiscal and Security Sector Advisors, work with customs police and the prosecution service to identify and develop arrangements, including regulatory requirements, to combat and detect, investigate and prosecute smuggling of goods into the Palestinian economy, including at the point of the Allenby Bridge crossing.

  3. Maintain a high level of visibility on ongoing and emerging issues impacting the justice sector environment, so as to produce technical monitoring and analytical briefing papers on relevant sectoral developments, with a view to framing, measuring and forecasting systemic trends, priorities, and structural issues.

  4. Build relationships of trust with relevant national stakeholders on behalf of the OQ, and work closely with the OQ’s various international partners to ensure effective coordination and complementarity of efforts, particularly as it pertains to initiatives that are served by OQ engagement of and between Israeli and Palestinian justice institutions.

  5. Support the general functioning and responsibilities of the OQ’s ROL portfolio, including liaising with and briefing key stakeholders, contributing to presentations and reports, and contributing to the formulation of analysis and strategy development, as well as supporting legislative drafting initiatives. And further, support the OQ in identifying, scoping and building evidence-based business cases for justice sector interventions that promote sectoral solutions and outcomes that extend beyond the direct output of the policy or project, as well as other assignments that may develop over the course of employment, as directed by the ROL Director.

The Advisor will deliver on result including:

  • Periodic analyses on new and evolving justice sector developments in the form of regular briefing and policy papers to be shared with institutional stakeholders, and/or the Justice Sector Working Group /wider the international donor community, with a view to identifying priorities and suitable ways forward, mobilising support and facilitating agreement, and to guide OQ in discussions with the PA and GOI on justice sector matters.
  • Preparation and maintenance of Justice sector workplans, and regular reports on progress against its outputs;
  • Provision of informed thematic briefings to OQ donors and partners, as well and active participation in sectoral working groups targeting movement and access, legislative and policy change, as well as institutional coordination.

Education/Experience/Language requirements

Education:

A Master’s level degree is required preferably in law or relevant field

A university degree(bachelor’s degree/first level) with a combination of 2 additional years of relevant professional experience can substitute the MA.

Work Experience:

  • Minimum 5 years of work experience in the field of law, preferably with practical working experience in an advisory position to a justice institution, either domestically or from an international development perspective.

    • Experience developing and using qualitative and quantitative monitoring and evaluation tools is required
    • Experience in statutory and policy development is strongly preferred.
    • Good knowledge of the political and legal contexts in Israel and the Palestinian Territory, and relevant agreements between the Palestinian Authority and Israel; is highly desired
    • Skilled in stakeholder management, with the ability to consistently demonstrate a professional manner in dealing with individuals at all levels, both internally and externally to the organisation; is required
    • Strong research, monitoring and writing skills with the ability to produce high-quality knowledge products, such as policy briefs, papers and guidance notes for multiple audiences is required

    Language Requirements:

    Excellent command of written and spoken English is required; knowledge of Hebrew and/ or Arabic would a be a distinct advantage.

Contract type, level and duration

The contract for this position will be issued by the United Nations Office for Project Services (UNOPS) on behalf of its Client the Office of Quartet pursuant to an agreement between both parties whereby the successful candidate's contractual rights and responsibilities will be managed by the Office of Quartet (OQ) office and not by UNOPS.

Contract type: Individual Contract agreement based on the nationality of the selected candidate, the position is open for both Nationals and internationals. Contract level: ICS 10, LICA 10 OR IICA2 Contract duration: Six months with possibility of extension based on availability of funds and satisfactory performance.
