In 2018, UN Women Nigeria established a presence in Maiduguri, Borno State North East, Nigeria to support the efforts of the Government of Nigeria and other UN agencies towards the humanitarian response through targeted livelihoods support for women and girls and the broader transition from humanitarian relief to longer-recovery and development. UN Women is also engaged in coordination and technical support across the sectoral responses; capacity building for humanitarian workers; and undertakes various assessments and related initiatives to allow for evidence-based, gender-responsive response to the evolving crisis in the North East. The objective of UN Women programmes in the Northeast is to ensure protection for vulnerable women.

UN Women Nigeria with funding support from the Headquarters is implementing a project on Empowering Women and Girls for Enhanced Gender-Based Violence Prevention and Response in Borno and Yobe States. The project is designed to contribute to support women’s leadership and participation in preventing and responding to gender-based violence while expanding access to economic empowerment opportunities.

Reporting to the Programme Specialist/WPS Team Lead, the Junior Programme Analyst will contribute to the effective management of Programme on WPS in Nigeria and Enhancing Gender-Responsive Security Operations and Community Dialogue in Nigeria (Phase II) and broadly the Women, Peace and Security thematic area by providing substantive inputs to programme design, formulation, implementation, monitoring and reporting. The Junior Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the M&E Specialist, programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

  1. Contribute technically to the development of programme strategies in the area of Women, Peace and Security • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives; • Identify areas for support and intervention related to the programme.

  2. Provide substantive technical support to the implementation and management of the Women, Peace and Security programme and projects • Provide technical inputs to the annual workplan and budget; • Support the implementation of programme and project activities; • Support the coordination of call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; • Support review, coordinate and monitor the submission of implementing partner financial and narrative reports;

  3. Provide technical assistance and capacity development to project/programme partners • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products • Maintain relationships with national partners to support implementation and expansion of the Women, Peace and Security programme; • Support in the conduct of capacity building trainings and provision of technical support to partners on Gender Mainstreaming, UNSCR 1325, Project Management, Monitoring and Reporting ( Results-Based Management approach); • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

  4. Provide technical inputs to the monitoring and reporting of the programme/ project • Monitor progress of implementation of activities and finances using results-based management tools; • Draft reports on monitoring missions, programme results s, outputs, and outcomes; • Provide substantive inputs to the preparation of donor and UN Women reports.

  5. Provide substantive technical inputs to the management of people and finances of the Women, Peace and Security programme • Monitor budget implementation and make budget re-alignments/ revisions, as necessary; • Provide substantive inputs to financial reports;

  6. Provide substantive inputs to building partnerships and resource mobilization strategies • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases; • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles; • Participate in donor meetings and public information events, as delegated.

  7. Provide technical support to inter-agency coordination on Women, Peace and Security to achieve coherence and alignment of UN Women programmes with other partners in the country • Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by drafting background reports and briefs.

  8. Provide substantive inputs to advocacy, knowledge building and communication efforts • Develop background documents, briefs and presentations related to Women, Peace and Security; • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products; • Coordinate the development of knowledge management methodologies, and products on Women, Peace and Security.

The assignment will take place in the nation’s capital, Abuja (Hardship classification C). The critical and immediate challenge is ensuring the welfare of the internally displaced people, host communities, and population in the North- East.
