UNICEF Program Group is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period. When working remotely, the candidate will be required to agree on working hours with the Hiring Office, which may require inclusion of all or some of the NYHQ core working hours (10AM-4PM).

Advocating for the promotion and protection of the rights of every child, everywhere, is at the core of UNICEF’s mandate. In over 190 countries, UNICEF supports Governments and civil society in making the Convention on the Rights of the Child a reality for all children. The Human Rights Unit in Programme Division supports the Organisation in taking a human rights and child rights-based approach to its work at all levels, from policies to programmes. In particular, the Human Rights Unit focuses on promoting greater accountability for child rights, including through engagement with human rights mechanisms, improved child rights monitoring and support to National Human Rights Institutions.

As part of the team, you will be involved in various aspects of UNICEF’s human rights unit, including child rights monitoring, child rights education, advocacy and support to UNICEF country offices.

How can you make a difference?

Technical support to UNICEF country offices

  • Support UNICEF country offices participating in treaty bodies reporting processes, especially the Committee on the Rights of the Child, CRPD and CEDAW; including through reviewing and providing feedback on reports prepared, responding to ad hoc queries, providing face to face or virtual briefings at key points in the reporting process, and preparing notes for the record of sessions for country offices.
  • Support UNICEF’s engagement with the Human Rights Council, including by supporting the organization of side-events and following negotiations of relevant resolutions;
  • Assist in the development of resource materials and tools to support UNICEF country offices and National Committees programming;
  • Provide child rights and human rights technical inputs into advocacy materials, position papers, and other resources being developed by various offices across UNICEF.

Knowledge management

  • Analyze how child rights issues are reflected in human rights mechanisms, including the Universal Periodic Review, and prepare analytical summaries and communication tools to inform further engagement and advocacy;
  • Support the development of material to promote and raise awareness on children’s rights among Permanent Missions and partners in Geneva.
  • Together with country offices, collect good practices of child rights legislative reform;
  • Conduct legal research about recent and ongoing development in international human right and child rights law, upon request.

Networking and partnership building

  • Maintain strong working relationships with the Secretariat of the Committee on the Rights of the Child and other treaty bodies, as well as Child Rights Connect and other partners, including Permanent Missions to the UN, civil society organizations and other UN agencies, in particular OHCHR..

The JPO training programme includes the following learning elements

  • Pre-Boarding: UNICEF Context, organizational culture and values;
  • On Boarding: Build and expand core knowledge of UNICEF’s functional context;
  • JPO Orientation Programme – Designed towards development of professional skills and personal insights into performance and collaboration and create an understanding of how the organization functions and carries out its work around the world;
  • E-learning opportunities in performance management: create the conditions for high performance and development;
  • E-learning opportunities on basic UNICEF programme & operational strategies: assimilate UNICEF’s approaches to programming and operations; thematic programme areas; as well as cross-cutting functional areas;
  • JPO Coaching & Mentoring Programme – driven by individual needs and targeted towards insights into organizational culture and targeted training opportunities and support.
  • Stretch assignments- opportunity, normally from three to max of six months that goes beyond the current description and creates an opportunity to learn new skills in a different Duty Station, Division or Section;
  • Career Transition Programme tailored to support the JPOs in their final year with their future career aspirations;
  • The JPO position includes a Duty travel and training allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development.

To qualify as an advocate for every child you will have…

  • Must be a citizen of Netherlands
  • An advanced university degree (Master’s) in one of the following studies of Law, Human Rights, Political Science, International Relations or related technical field is required.
  • A minimum of two and maximum of four years of work experience in human rights, social policy, child protection or a related area is required.
  • Experience in working with regional or international child rights bodies and networks is an asset.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
