UNICEF Program Group is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period. When working remotely, the candidate will be required to agree on working hours with the Hiring Office, which may require inclusion of all or some of the NYHQ core working hours (10AM-4PM).

Early Childhood Education, Primary Education, Secondary Education and Skills are key programme priorities, particularly in light of UNICEF’s new Education strategy 2019-2030 which seeks to accelerate progress towards addressing the learning crisis. Digital Learning is a major priority to realize the potential in bridging the digital divide and address the learning crisis in innovative ways.

Under supervision of the Senior Advisor Education (Digital Learning), the Education Officer will support the roll out of Reimagine Education and Digital Learning as one of the most critical interventions to address the global learning crisis and contribute to realizing the once in a generation opportunity to transform into excellent education systems with particular emphasis on focusing on the most marginalized and bridging the digital divide.

How can you make a difference?

Support to programme development and planning for Digital Learning

  • Contribute to the preparation and updating of the situation analysis for the development, design and management of education related programmes/projects. Research and report on development trends (economic, social, health etc.) and data for use in programme development, management, monitoring, evaluation and delivery of results.
  • Contribute to the development and establishment of sectoral programme goals, objectives and strategies and results-based planning through research, collection, analysis and reporting of education and other related information for development planning and goal setting.
  • Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluation of results.

Digital Learning programme management, monitoring and delivery of results.

  • Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information on implementation issues.
  • Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare draft inputs for programme/donor reporting.

Technical and operational support to Digital Learning programme implementation

  • Liaise with Regional and Country Offices regarding digital learning roll out and implementation. Where needed, undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on education related issues to support programme implementation, operations and delivery of results.

Networking and partnership building

  • Build and sustain effective close working partnerships with Regional and Country offices, government counterparts, private sector and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on education programmes.
  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnerships and alliances, and support fund raising for education programmes.
  • Participate in appropriate inter-agency meetings and events on programming to collaborate with inter-agency partners on operational planning and preparation of education programmes/projects and to integrate and harmonize UNICEF’s position and strategies with the development and planning process.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

Innovation, knowledge management and capacity building

  • Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results.
  • Research and report on best and cutting edge practices for development planning of knowledge products and systems.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

The JPO training programme includes the following learning elements

  • JPO Orientation Programme – Designed towards development of professional skills and personal insights into performance and collaboration and create and understanding of how the organization functions and carries out its missions around the world;
  • E-learning opportunities in performance management: create the conditions for high performance and development;
  • E-learning opportunities on basic UNICEF programme & operational Strategies: assimilate UNICEF’s approaches to programming and operations; thematic programme areas; as well as cross-cutting function areas;
  • JPO Coaching, Mentoring and Buddy Programme – driven by individual needs and targeted towards insights into organizational culture and targeted training opportunities and support.
  • Stretch assignments- goes beyond the current job description and creates an opportunity to learn new skills in a different Duty Station, Division or Section.
  • Career Transition Programme tailored to support the JPOs in their final year with their future career aspirations

The JPO position includes a Duty travel and training allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development.

To qualify as an advocate for every child you will have…

  • Must be a citizen of Finland
  • An advanced university degree (Master’s) in one of the following studies of social sciences, education, or another relevant technical field is required.
  • A minimum two (2) years professional work experience in programme planning, management, and/or research in innovative education approaches and/or digital learning is required.
  • Prior experience working in a developing country is considered an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English and French or Spanish (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, Russian) is an asset. Minimum basic knowledge of Finnish or Swedish languages is also required.
  • Must be no older than 32 years old at the end of the application year.
