INWIC Secretariat is fully operational and meetings of the INWIC Board and Working groups are successfully organized. Gender is more systematically mainstreamed into the Montreal Protocol projects and activities. Quality of IS project submissions is improved.

Duties and Responsibilities

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division works with international and non-governmental organizations, national and local governments, businesses, and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and international Agreements. UNEP OzonAction Branch supports all developing (Article 5) countries operating under the Montreal Protocol through the Clearinghouse mandate assigned to UNEP by parties of the protocol at the establishment of the Multilateral Fund in 1991. Technical and Policy services are offered to 147 parties to support them in meeting the compliance targets of the Montreal Protocol and respond to technological and technical concerns of the different stakeholders engaged in the implementation of the protocol at the national level. OzonAction Global team in Paris coordinates and manages the following work areas of the Programme: Capacity Building, International Partnerships, MLF funded projects’ submission, and Gender Mainstreaming. It also supports the regional teams in organisation of regional activities and project implementation in the client Article 5 countries. The International Partnership program of OzonAction offers state-of-art services and tools to support the needs of the refrigeration and air-conditioning sectors as the most important and/or highest consuming sector of controlled substances regulated by the Montreal Protocol and the Kigali Amendment. Through engagement with key cooling associations and organisations around the globe, OzonAction created a strong portfolio that includes many initiatives, tools, activities, and functions on a yearly basis. The International Network of Women in Cooling (INWIC) is a joint initiative of the World Refrigeration Day (WRD) Secretariat and UNEP OzonAction in cooperation with a highly reputed group of founding partners to advance the engagement of women, promote career opportunities, and increase their overall participation in the HVACR sector. INWIC Secretariat is jointly managed by UNEP OzonAction and WRD Secretariat. The consultancy is needed to primarily support the activities and initiatives in the Partnership portfolio, support secretariat activities for INWIC, and facilitate project submissions to MLFS. This position is in the OzonAction Branch, i.e., Compliance Assistance Programme (CAP) of the Law Division at the Paris Duty Station and reports to the Programme Management Officer – ExCom/Partnerships. Duties and Responsibilities -The consultant will be home based and will undertake the following tasks: • Task 1: Support promotion of Global Partnership products and initiatives and their use in the preparation and implementation of the MLF projects a) Support application process and organisation of activities for the Refrigerant Driving License (RDL) program b) Perform periodic analysis and prepare the report on use of UNEP-ASHRAE products c) Provide support to OzonAction activities with ASHRAE, AREA, IIR, U-3ARC, MACPartners Europe, WRD Secretariat, and others d) Create surveys and feedback tools about the use of OzonAction partnership products and tools in preparation and implementation of the MLF projects e) Suggest, design, and develop internal/external regular briefings about OzonAction partnership activities f) Create promotional materials leaflets and flyers for Global Partnership products and tools • Task 2: Support the work of the INWIC Secretariat a) Perform day-to-day management of INWIC’s operations. b) Implement assigned INWIC activities including the online membership and mentoring platform. c) Communicate with INWIC members, partners, supporters, and service providers. d) Support the INWIC Board and Working Groups including the organisation of their regular meetings and maintaining all documentation, minutes, and decisions from those meetings. e) Collaborate in the preparation for events and the organization of meetings with the aim of raising awareness, fostering cooperation, and increasing the visibility of the actions of the programme and its founding partners, including preparation of presentations, facilitation, concept notes, minutes. • Task 3: Prepare materials for implementation of the MLF’s Gender Policy and promote their use in MLF’s projects a) Collaborate in conducting research, information gathering and analysis, as well as consultation with experts for the development of documents/factsheets for the implementation of the MLF’s Gender Policy in UNEP OzonAction projects. b) Collaborate in analysis of UNEP’s MLF-funded projects for assessment of how gender considerations are reflected in project preparations and reporting • Task 4: Support review process of the MLF funded projects a) Assists in reviewing assigned Institutional Strengthening projects, ensure that they are prepared in compliance with the ExCom decision 91/63.

Qualifications/special skills

At least a first degree in science, environment, engineering, business, public policy, or other relevant areas is required. Other academic qualifications in combination with qualifying 2 years working experience in related field may be accepted in lieu of the bachelor's degree. Work experience in international initiatives and campaigns, preferably related to refrigeration and air-conditioning sectors is required. Knowledge about environmental and sustainable development programs, working knowledge of the Montreal Protocol and Ozone Layer protection programs is required. Working experience with professional and industry associations/organizations is desirable. Working experience on gender equality and empowerment of women is desirable.

Languages

Fluency in written and spoken English is required, knowledge of other UN language is an asset.
