Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In China, UN Women provides technical and financial assistance to innovative programmes and strategies for gender equality and women's empowerment. Economic Empowerment is one of key thematic areas that UN Women China team has been focusing on.

In order to enhance women’s economic empowerment in China and work towards rural women’s empowerment in the face of climate change, UN Women China has been working on addressing women’s vulnerabilities to climate change and empowering them to lead sustainable development efforts. UN Women China is implementing the Gender and Climate Change project in Hu’nan province to respond to the key specific challenges and harness the current global and national momentum and support for women farmers’ development.

Besides, in order to address the issues of unpaid care work and domestic work, as well as the violence in the workplace, UN Women has been working on the WeCare project to create an enabling environment and demonstrative pilots to support women in the workplace.

Duties and Responsibilities

SCOPE OF WORK AND SPECRC TASKS

Under the direct supervision of the Programme Analyst, the Consultant will work in close collaboration with the WEA team of the UN Women China office and its partners as necessary on the following key tasks:

1. Support the WeCare project implementation with conducting necessary mapping and research with China Enterprise Confederation, which is the Responsible Party of UN Women for the WeCare project;

2. Work together with China Enterprise Confederation and external consultant to develop training materials for private sectors on creating family friendly work environment for all staff members;

3. Support the coordination and report revision with the research partner on the joint research conducted by UN Women China and FAO China on digital financing in the context of rural revitalization.

4. Work with the research partner and support the development of TOT training modules on Gender and Climate Change for government partners and practitioners in the field for Hunan Rural Revitalization Demonstration Project.

5. Provide M&E and research knowledge and skills to support the WEE team on new reseaches and evaluations with other UN agencies or external partners.

The Consultant’s work is expected to span from 1 December 2021 to 31 October 2022. The consultant will work at UN Women China office.

Required Skills and Experience

Experience and required qualifications

  • Master’s degree in social science, gender, development, economics, or business management is required;
  • Minimum one year experience in gender issues, especially women’s economic empowerment and or social development is required;
  • Strong ability in writing in English is a must;
  • Experience on monitoring and evaluation is a plus;
  • Prior experience working for the UN agencies is a plus.

Selection and evaluation criteria

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  • Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

100 %

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
