Contract

This is a UNV International Youth contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Youth contracts.

UNFPA Nepal is currently implementing the 8th country program (2018 to 2022). UNFPA embraces the vision set forth in the 2030 Agenda. The program focuses on the three transformative and people-centered results in the period leading up to 2030. These include: (a) an end to preventable maternal deaths; (b) an end to the unmet need for family planning; and (c) an end to gender-based violence and all harmful practices, including child, early and forced marriage. To translate the national and provincial policies into practice, UNFPA supports strengthening government health service delivery, demand creation for RH services by communities and marginalized groups and mainstreaming population and gender in provincial and local development plans and budgets. Humanitarian emergency response is also an integral part of UNFPA mandate. In the current COVID19 pandemic context, UN-FPA co-chairs the Reproductive Health Cluster with Family Welfare Division, to support coordination effort, and ensure continuity of provision of life saving essential Sexual and Reproductive Health Services, including health response to GBV.

The UN Youth Volunteer, located in the Kathmandu Office, contributes to the smooth provision of critical services relating to programme/project monitoring and evaluation to the UNFPA Nepal staff. S/he will build close relationships with CO programme, implementing partners, national counterparts as well as the donor community for efficient and effective delivery of the country programme. S/he will provide quality support to programme/project monitoring and evaluation activities, ensure M&E requirements are fulfilled and reported in a timely manner with required quality checks, in line with UNFPA guidelines.

Under the overall guidance of the Deputy Representative and the direct supervision of the M&E team leader, the UN Youth Volunteer will perform the following tasks:

Implementation of Programme Monitoring and Evaluation Activities • Contribute to develop and update projects - SRH, GBV, Harmful Practices, and Data Col-lection/analysis. • Effective implementation of the projects annual work plans with focus on results monitoring, objective hierarchy, indicators and monitoring mechanisms, tools, and procedures. • Support the preparation of projects M&E Plan capturing qualitative and quantitative aspects ac-cording to the annual work plans. • Contribute to the design and set out the framework and procedures for the monitoring and evaluation of project activities, with Implementing Partners, Programme Teams and M&E team leader. • Assist in ensuring that activities/events needed for monitoring are scheduled and responsibilities assigned. • Assist in collecting monitoring evidence that the results are being produced as intended and are efficient including gender and social inclusion including disability inclusion. • Support UNFPA staff and Implementing Partners in preparing their data collection and reports. • Utilize the M&E information system, updating the projects, activities, and indicators on a routine basis.

Analysis and Reporting of Monitoring and Evaluation activities • Support the M&E team leader with data management and identify project issues and prompt corrective actions to enhance the achievement of results. • Assist to collect data from the relevant stakeholders and conduct data analysis to measure the performance(s) against the indicators and targets. • Support the development and testing of M&E methods, revises and assists in the implementation of recommendations to improve the efficiency of current monitoring systems. • Assist to review monitoring reports; analyzes them for impact evaluation and identify the causes of potential bottlenecks in project implementation. • Contribute to draft regular M&E programme/projects’ reports and assist the programme/projects’ reviews and evaluations. • Contribute to prepare consolidated progress reports on M&E findings for project management to submit to M&E Specialist, in accordance with approved reporting formats and timing.

Capacity Building in Monitoring and Evaluation • Support the regular sharing of the M&E findings with UNFPA staff, Implementing Partners and primary stakeholders. • Support in the organization of refresher training in M&E skills to UNFPA staff, consultants

Implementing Partners and other stakeholders. • Contribute to knowledge networks and communities of practice. • Carry out any other duties as may be required by UNFPA leadership.

Nepal is a country with population of 28.4 million in 2016 and with annual growth rate 1.35 per cent. It is in the middle of “demographic window of opportunity” with 40 per cent under the age of 18 years. GDP per capita is US$ 853 as of 2017 which categorize the country as a Least Developed Country. It is planning to graduate to a Middle-Income Country by 2030. In terms of poverty reduction, the coun-try reduced the percentage of population below poverty line from 42 per cent in 1995 to 21.6 per cent in 2015. At the same time, the country does not have major industrial base for development. Remit-tance is the largest source of foreign exchange and equivalent to 30 per cent of GDP as of 2014. A key feature of Nepal is its diversity. There are over 126 ethnic groups and castes and 92 different languages spoken in 3 distinctively different ecological zones, i.e. Terai (plain area bordering India), Hills and Mountains. Another key word is vulnerability. The country has been regularly affected by a wide range of natural disasters including landslides, floods, earthquakes and impact of climate chang-es. The country is in the middle of transition and from a unitary state to a federal state with substantial devolution of powers to local governments after the promulgation of the constitution in 2015 and multi-ple rounds of local election in 2017. Nepal offers many places of natural beauty and people that are welcoming and interested to engage with foreigners. Kathmandu is rapidly catching up with the 21st century and has become a fragrant mix of heritage sites and modern life. Kathmandu is a safe place to live for foreigners, however traffic and seasonal air pollution are recognized hazards. Living conditions should expected to be basic and alt-hough commodities like water and electricity have vastly improved over the last years, these are not at all times guaranteed. It is relatively easy to get out of the city into the hills around it through which you can access some of the national parks like Shivapuri. This makes Nepal a unique country and the UNV placement a unique opportunity in terms that the volunteer will be placed within one of the institu-tions (The Ministry of Education, Science and Technology) that is at the centre of the current ongoing federal transition. Given the state of flux in which daily radical changes in the country’s institutional structure are a reality, flexibility and the ability to keep an eye on the goal at the horizon, while fre-quently changing direction are prerequisites to make a meaningful contribution to the larger process at hand.
