Description of task

In 2020 the UN Women Vietnam Country Office (VCO) underwent a Country Programme Evaluation and Audit (CPE&A) that provided important feedback and recommendations in terms of strengthening the Monitoring and Reporting function of the office. In particular, the CPE&A recommended VCO to develop an integrated M&E framework consolidating overall strategic priorities, with annual workplans, and programmatic result frameworks. It also suggested that the monitoring system and regular data collection of VCO needs to capture the disaggregation by different vulnerable groups. Finally, the CPE&A recommended to establish a dedicated M&E post, assisted with the technical support from the RO M&R Officer, to independently validate data in results reports, and support RBM practices and the establishment of a knowledge management system in the VCO.

Under the direct supervision of UN Women Country Representative, and working in coordination of with the Programme Specialist and Programme Officers of Viet Nam Country Office, and with the technical Assistance of the M&R Officer of the Regional Office, the UN Youth Volunteer will undertake the following tasks:

  1. Support in the development of an Integrated Monitoring and Evaluation (M&E) for the office.
  • Based on the recommendations of the Country Programme Evaluation 2021 and working together with the VCO Programme Specialist and Officer, and the Regional M&R Specialist, develop an Integrate M&E Framework consolidating strategic priorities and annual workplans cascading into project and partners results frameworks and consolidate efforts of all relevant stakeholders.
  • Test the framework and draw recommendations for improvement.
  1. Provide technical inputs to programme formulation to ensure monitoring and reporting is incorporated.
  • Provide inputs to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes.

  • Include relevant inputs from evaluation findings, conclusions, and recommendations into programme formulation.

  • Provide inputs to annual work plan monitoring, reviews, and reporting.
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys.
  1. Provide technical inputs to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Note (2022-2026)
  • Coordinate with Programme Team to ensure data collection and analysis from field visits are coordinated and standardized across programmes.

  • Monitor data from partners/countries on a quarterly basis and provide inputs to regular management briefs to inform decision making.

  • Visit partners, along with the Programme Team, to support monitoring of results and planning processes, as required.
  • Monitor the spending of donor funds and other programme expenditures and disbursements.
  • Contribute to the development and monitoring of the Country Office (CO)’s Monitoring, Evaluation, and Research Plan.
  1. Facilitate the reporting of results to internal Senior Management Team
  • Facilitate the process of the CO meeting internal reporting requirements and deadlines, including annual reporting process.
  • Contribute substantial inputs to donor and programme reports (both narrative and financial).
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting.
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting.

  • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

  1. Provide technical support to the CO in the implementation the UN Women Evaluation Policy
  • Coordinate the implementation of UN Women’s Evaluation plan in the country office.
  • Draft Terms of Reference for specific project/program evaluations.

  • Ensure communication between the CO and UN Women Regional Office regarding Evaluations.

  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).
  1. Contribute to knowledge building and capacity building
  • Identify and disseminate good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities.

  • Contribute to the development of capacity development tools, including training materials and packages.

  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation among all staff members through communication, training, learning and development activities.

Educational additional comments

Political or Social Science, Economics, International Development, Evaluation, Statistics; Gender/Women's Studies is required.

Experience remark

Demonstrated interest and/or experience (up to 2 years) in national or international level in monitoring and reporting of development projects/ programmes based on Results-Based Management (RBM) principles.

Previous experience as a volunteer and/or experience of another culture, (i.e., studies, volunteer work, internship) would be highly regarded.

Prerequisites This assignment is funded by the Government of the Republic of Ireland, therefore only the following are eligible to apply: Irish citizen or a European Economic Area national with an unrestricted right to reside in Ireland or have a declaration of refugee status from the Minister for Justice and Law Reform. This is a UN Youth Volunteer assignment and eligible candidates must be between 18 and 29 years of age throughout the assignment. Selection process Only shortlisted candidates will be contacted.
