Consultations for a gender action plan for the Sendai Framework are carried out and documentation and reporting of them is supported.

The WIN DRR initiative continues to grow and thrive with preparations for the WIN DRR Leadership Awards to be held in the third quarter of 2023. Progress on the implementation of key UNDRR action plans and strategies including the UN SWAP Plan of Action, Gender Strategy and Action Plan 2022-2025, and UNDRR’s activities within the Action Plan to implement the recommendations from the UN Joint Study for Disaster Risk Reduction.

Duties and Responsibilities Background

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 120 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

In line with the guiding principles of the Sendai Framework for Disaster Risk Reduction 2015-2030, UNDRR has been expanding its work on gender-responsive disaster risk reduction and women’s leadership in disaster risk reduction, including through the flagship women’s leadership programme the Women’s International Network for Disaster Risk Reduction (WIN DRR) and work towards a gender responsive mid-term review and a gender action plan for the Sendai Framework. In addition, ongoing efforts include implementing the recommendations from the UN Joint Study on Gender Equality, Women’s Empowerment and Leadership in DRR, and supporting a gender-responsive midterm review of the Sendai Framework.

Duty and responsibility The Junior Gender Consultant will report to the Deputy Head, Regional Office for Asia and the Pacific, and will be responsible for supporting UNDRR’s Gender Advisor (Consultant) to run consultations towards a gender action plan for the Sendai Framework, implement the WIN DRR initiative in the Asia-Pacific, and undertake UNDRR’s wider gender work. The Junior Gender Consultant will support organization of a gender event as part of the Resilience Hub in association with the General Assembly High Level meeting on the Sendai Framework Midterm Review in May 2023 which will close the mid-term review of the Sendai Framework, as well as awareness raising on a gender action plan prior to and following the May meeting. The consultant will also support the implementation of UNDRR’s Gender Strategy and Action Plan 2022-2023, the UN-SWAP Plan of Action, and UNDRR’s activities in the Action Plan to implement the recommendations from the UN Joint Study for Disaster Risk Reduction.

This will include supporting: - Drafting of a report on the ways that gender and social inclusion have been included in State and regional reports for the Sendai Framework mid-term review, highlighting priority areas for action to 2030 to underpin a gender action plan. - Preparations for a high profile gender event at the Resilience Hub associated with - the General Assembly High Level meeting in May 2023 for the Sendai Framework mid-term review, to highlight the importance of gender equality, women’s leadership and a gender action plan for the Sendai Framework. - Scheduling, note taking, drafting of meeting reports and other relevant preparatory work for a series of approximately 26 online meetings and consultations with States and stakeholders on a gender action plan for the Sendai Framework between February and November 2023. - Support implementation of the WIN DRR initiative, including preparation of the WIN DRR Leadership Awards for a planned awards event in the third quarter of 2023, expanding membership, coordinating events and networking opportunities, drafting communications, etc., for the regional network as well as supporting the establishment of national networks. - Support to UNDRR’s efforts to implement the Action Plan based on recommendations of the UN joint study on gender equality and women’s empowerment and leadership in disaster risk reduction. - Ongoing research on human rights and gender equality in disaster risk reduction. - Implementation of the UNDRR UN-SWAP Plan of Action. The contract will be a retainer contract with three payments made, up to a maximum of 90 days over the contract. .

Qualifications/special skills Graduate degree in international development, disaster risk reduction, environment, gender or another relevant field is required 2 years of experience working in disaster risk reduction, gender, and international development is required. Experience working within the UN system at a global level or in the Asia-Pacific region is an advantage Experience working in gender equality and women’s empowerment, or related issues is desirable

Languages Fluency in English is required.
