Duties and Responsibilities Duties and Responsibilities Background: The Sendai Declaration and the Sendai Framework (SF) for Disaster Risk Reduction (DRR) 2015-2030 adopted by the 3rd United Nations World Conference on Disaster Risk Reduction 2015, were subsequently endorsed by Member States in the United Nations General Assembly. The SF provides the framework for all-of-society and all-of-State institutions engagement in preventing and reducing disaster risks posed by both natural and man-made hazards and related environmental, technological and biological hazards and risks. The MTR SF is a one-off and core requirement of the United Nations Office for Disaster Risk Reduction (UNDRR), called for by the United Nations General Assembly, the UN Secretary-General, and the Sendai Framework itself as part of the follow-up and review of its implementation. The MTR SF provides the opportunity for Member States and other stakeholders to examine lessons from the implementation of the SF framework to date, as well as risk reduction actions made in support of other relevant agreements, conventions and frameworks, and identify potential policy adjustments and new implementation modalities for the second half of the period of the Sendai Framework, that amplify and accelerate efforts to realise its outcome and goal, and those of the 2030 Agenda for Sustainable Development amongst other global agreements, frameworks and conventions.

Duties and Responsibilities: Under the overall supervision of the Deputy Chief of the Regional Office for Africa and the direct supervision of the Programme Management Officer Sendai Monitoring, the consultant will support the development and roll-out of the training on impact data for early action in Malawi and Mozambique through Table Top Exercises and Loss Data trainings.

The candidate will be a junior consultant and will work in consultation with the grantee to support to increase the collection and application of disaster loss data and of risk information in the context of Early Warning Early Action (EWEA) and seek to understand, including reviewing the Mid Term Review voluntary report submitted by Malawian authorities.

The duties and responsibilities of the junior consultant will be that of creating workshop agenda and support the development of an in-take survey, and will mainly consist in conducting consultations with the gov of Malawi and Mozambique to better shape capacity development activities in relation to disaster loss data for anticipatory action.

Duties and responsibilities:

  • Participate in the Table Top Exercise (TTX) in Malawi, take notes of the discussions and role play.
  • Develop agenda items and LoP for the training on disaster loss data in Mozambique and TTX in Malawi.
  • Organize regular meetings with project partners and take minutes of those meetings
  • Desk research on the current disaster loss data ecosystem in Mauritius, reviewing MTR submitted report.
  • Desk research on the current disaster loss data ecosystem in Seychelles, reviewing MTR submitted report.
  • Desk research on the current disaster loss data ecosystem in Madagascar, reviewing MTR submitted report.
  • Support the development of a regional workshop in Mozambique and present findings of the literature review on Early Warning Systems
  • Support the work on standard methodologies that foster the use of different disaster datasets in support of damage and loss databases to facilitate reporting under the Sendai Framework Monitoring
  • Review substantive reports sent by grantees on loss damage training in Mozambique and TTX

    Qualifications/special skills Advanced university degree (Master's degree or equivalent) in social science, public administration, disaster risk reduction, risk management, environmental sciences, urban planning, sustainability, sustainability transitions, geopolitics, economics, finance, or other relevant discipline is required. A first-level university degree combined with an additional two years of qualifying experience may be accepted in lieu of an advanced university degree. At least two years of proven professional experience in the areas of Disaster Risk Reduction, Urban Planning, public governance, economic development, general administration or combination thereof is required. Prior experience in engaging governments / stakeholders and facilitating multistakeholder consultations (in-person and virtual) and relationship management in Africa is desirable. Expertise in research / review and analysis, and the preparation and production of reports is desirable.

    Languages Fluency in written and spoken English is required. Knowledge of other languages spoken in the Africa region is desirable.
