The overall vision of the UNICEF 2021-2025 country programme for Kazakhstan is that all boys and girls, from early childhood to adolescence, including the most vulnerable, grow up healthy and resilient, have the skills and knowledge to prepare them for adult life as citizens in twenty-first century Kazakhstan, and are protected from violence, abuse, neglect and abject poverty.

UNICEF Kazakhstan works to ensure that every child has an equitable chance in life and is protected; girls and boys, especially the most vulnerable, are protected from all forms of violence, abuse, neglect and abject poverty, and benefit from integrated social protection and welfare services.

Gender-responsive programming is a cross-cutting priority across all three outcome areas, with particular emphasis on gender-responsive parenting, addressing gender bias in social norms, and empowerment of adolescent girls through skills development.

Kazakhstan has made strides in safeguarding children's rights, but many children still experience exclusion, discrimination, abuse, and neglect.

To further improve national policies making for child rights implementation, child rights monitoring, and evaluation has been integrated into UNICEF Country Programme with the Government of Kazakhstan for 2021-2025. This involves assessing and monitoring periodically the situation of children’s rights and the implementation of national laws, policies, and programs related to children's rights, as well as ensuring that children's voices are heard in decision-making processes.

The monitoring process is undertaken by various stakeholders, including government agencies, civil society organizations, and independent experts, in collaboration with UNICEF. The goal is to identify gaps in education, health, social and child protection and other child related areas, advocate for policy changes, and raise awareness on children's rights issues.

The ultimate objective is to create a child-friendly environment that prioritizes the safety, well-being, and development of all children, regardless of their background. To strengthen these efforts, international support from UNV will be necessary to enhance the national systems for evidence generation, monitoring and evaluation.

Under the direct supervision of the Child Rights Monitoring and Evaluation Specialist the UN Volunteer will undertake the following tasks: 1. Contribute to data-gap assessments and development of action plans for the improvement of data on children’s rights from surveys, administrative data and all other relevant sources, with particular attention to gender 2. Provide technical, logistical, administrative and other support, for the planning, and implementation with national counterparts and partners, of the programmatic activities for strengthening child rights monitoring in the country. 3. Contribute to further strengthen child wellbeing measurements, including through the nationally adopted Child well-being Index, and the administrative data collection and management systems related to children’s rights 4. Contribute to child rights related data analysis and development of briefs and advocacy notes to support country office’s advocacy work and programming across different sectors and thematic 5. Support evaluation capacity building among local actors, and help advancing national partners’ accountability and ownership in the planning, implementation and finalization of programmes and policies evaluations, and in the development of evaluations’ response plans. 6. Support the dissemination of research, studies and evaluation findings and recommendations to the intended audiences in user-friendly methods

or demonstrated interest in or as volunteer in statistics, data analysis, governance, storytelling and planning; moni-toring and evaluation; experience with research and surveys and other alternative da-ta sources is an asset, as is experience working in the UN or other international de-velopment organization would be highly regarded.
• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.), data visualization tools and email/internet; familiarity with database management; and office technology equipment would be highly regarded.
• Have affinity with or interest in evidence-drive decision and policymaking and data ecosystems, volunteerism as a mechanism for durable development, and the UN System
