Indonesia, a country of more than 17,000 islands is highly vulnerable to climate change. To tackle it, the Government of Indonesia (GoI) released the Indonesia’s Nationally Determined Contribution (NDC) - as a national contribution on global emission under Paris Agreement - includes an unconditional 2030 GHG emissions reduction target of 29% below business-as-usual (BAU) and a conditional 41% reduction below BAU by 2030 (with sufficient international support). The shift to a low carbon and climate resilient development path is also an integral part of Nawacita (Indonesia’s nine national’s strategic development goals) and is well-integrated in development policies, strategies and programs of the National Medium-Term Development Plan (RPJMN) 2015-2019.

To reach the country’s ambitious goals, a large increase of sustainable funding and more effective use of current resources is required. Domestically, the estimated costs of Indonesian climate change mitigation and adaptation actions for 2015-2020 is USD 81 billion (Third National Communication, 2017). There are financial gaps between funding needs and financial resources from the Government budget. Thus, the government needs to take progressive steps to scale up climate finance

To finance climate change actions, the government must ensure that adequate funding is available to finance climate change programs, as well as track and monitor the results of the programs implemented. The Ministry of Finance plays a crucial role in ensuring that climate change requirements are reflected in budget priorities, pricing policies, and financial market rules.

Since 2017, UNDP has collaborated with the Ministry of Finance to implement the second phase of Sustainable Development Financing (SDF) project. The programme has provided extensive technical assistance support to the Ministry of Finance and the National Development Planning Agency (Bappenas) in integrating both climate mitigation and adaptation thematics within the national public planning and budgeting system (KRISNA). Capacity building for climate budget tagging (CBT) on both mitigation and adaptation is ongoing at the national level and sector ministries are improving both the accuracy and consistency of cli-mate change tracking and reporting. Partnering with The Ministry of Women Empowerment and Child Protection, a policy research to analyze gender impact of existing tagged climate change programme/activities is underway.

Following the roll out of the localizing SDGs agenda in Indonesia, further support to bring the climate budget tagging to sub-national/regional level is recognized. This work will begin with mapping of the sub-national tagging information and development of a standardized methodology which can be further piloted to more provinces/districts in Indonesia. The National UN Youth Volunteer will be posted in the Project Management Unit Office in the Ministry of Finance to assist in identifying, developing, testing, and support project implementation, including data collection and management.

Under the direct supervision of the Technical Associate for Public Climate Finance of SDF Project, the national UN Youth Volunteer will provide support for project implementation with the following scope of tasks:

• Support the existing activities in the SDF Project, particularly in implementation of Climate Budget Tagging at national and sub-national level, including data collection and management of climate budgets from line ministries/local governments. • Create and maintain the stakeholders database, as well as assisting in communication with PIC from key stakeholders and partners. • Provision of support in organization of events/meetings/workshops, including preparation of documents such as concept notes, ToRs, development of meeting notes, documentation and create/maintain the project event database. • Support in research, analytical review and result construction. • Assist overall project implementation and monitoring, including participation in field visits. • Assist in translating and proof-reading of reports and other documents; • Actively support the project team in their efforts towards knowledge management and knowledge networking through writing articles, case studies, and other documents; • Assist in the preparation of project reports for donors.

Results/Expected Output:

• Collected and managed data for annual analysis report of climate budget tagging. • Effectively organized events/workshops/seminars and other outreach initiatives. • Regular report on progress and completion of activities assigned. • Mission reports including activities, key findings, and recommendation. • Project and stakeholders database regularly updated and maintained.

• Good interpersonal, networking and communication skills; • Willingness to contribute and work as part of a team; • Flexible and open to learning and new experiences; • Respect for diversity and adaptability to other cultures, environments and living conditions; • Fluency in spoken and written Bahasa Indonesia and English is required; • Previous experience as a volunteer or intern would be highly regarded;

development cooperation, environment, partnership, or finance; • Experience in working on green/climate change issues would be an asset; • Experience in working and liaison with government officials is strongly preferable; • Computer skills (i.e. Word, Excel, PowerPoint, website, social media, and others).

The position will be based in Jakarta, the capital of Indonesia, where basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available. All staple foods can be found in the markets, e.g.: rice, meat, vegetables, fruit, cooking oil, salt, etc.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

-National UN Youth Volunteer receives approximately IDR 6,589,922.42 as Monthly Living Allowance. -Provided with assignment travel cost and entry lumpsum if applicable. -Enrolled in health, life, disability insurance. -Applicable dependents (primary family unit, up to 3) are eligible for health insurance. -Entitled to annual leave, 2.5 days per month. -Provided with exit lumpsum to support transition at the end of assignment.
