Travel:

  1. UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
  2. Any travels related to official performance of duties will be covered by UNDP.

Office/Unit/Project Description

The Spotlight Initiative is a global, multi-year partnership between the European Union and the United Nations to eliminate all forms of violence against women and girls by 2030. Launched with a seed funding commitment of €500 million from the European Union, the Spotlight Initiative represents an unprecedented global effort to invest in gender equality and women’s empowerment as a precondition and driver for the achievement of the Sustainable Development Goals. The initiative builds on knowledge and lessons learned from past programmes.

As a project office, the Secretariat of the Spotlight Initiative supports the Operational Steering Committee and is comprised of a Management Unit and Technical Unit. The two units work in close collaboration and in a complementary manner.

The Management Unit provides operational and administrative support to the Governing Body and Operational Steering Committees. It is responsible for the coordination and day-to-day management of the Initiative. The Management Unit also codifies policies and rules of procedure into an Operations Manual and produces a Risk Management Strategy. Additionally, the Management Unit provides strategic advice and quality control over the implementation of the initiative and coordinates meetings. It facilitates collaboration and communication between the Executive Office of the Secretary-General, recipient United Nations organizations, and the Resident Coordinators regarding the operations, when necessary.

The Management Unit is looking for up to two junior consultants in the area of general country programme support to support the functions of the Management Unit.

Institutional Arrangement

The Junior Consultant(s) will report to the Monitoring and Evaluation Manager (P4).

Duties and Responsibilities

  • Provide close, targeted support to programme teams to ensure they are well-informed of key decisions and updated guidance and well-equipped to carry out programmes in compliance with guidance;
  • Provide answers to questions from programme teams via email and calls, consulting other members of the Secretariat or partners as needed;
  • Plan and hold training sessions and check-in calls with programme teams, including when new staff are recruited and when a specific need for learning emerges;
  • Help review narrative and budget proposals for programmes entering the next phase of programming and provide feedback to programme teams;
  • Support the Management Unit in updating the Operations Manual, guidance notes and other country support documents;
  • Ensure lessons learned are disseminated across programmes, in collaboration with the Knowledge Management Specialist;
  • Support the production of fund replenishment reports and other reports by coordinating with programme teams and compiling programme results as needed;
  • Support programme teams in producing and revising annual work plans and budgets;
  • Maintain the Frequently Asked Questions country support document and keep track of the breakdown of thematic topics of country support requests for future analysis;
  • Connect programme teams with each other to encourage cross-regional cooperation;
  • Attend virtual programme-led events on behalf of the Management Unit;
  • Provide coordination support to the Management Unit.

Required Skills and Experience

Min. Academic Education

Bachelor’s degree in International Relations, International Development, International Business, International Studies, Economics, Political Science, Gender Studies or related field.

Min. years of relevant Work experience

2 (two) years of relevant experience at the national or international level; strong interpersonal and intercultural communication skills; demonstrated analytical and critical thinking; excellent writing skills.

Desired additional skills and competencies

Prior experience with programme management, coordination and support is an important asset.

Knowledge of development studies is desired.

Knowledge of the UN system and coordination is desired.

Required Language(s) (at working level)

Fluency in English is required. Knowledge of another UN language (particularly French or Spanish) is an asset.
