Established in 1951, the International Organization for Migration is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. With 174 member states and through 590 offices with over 15,000 staff, IOM works with its partners in the international community to assist in meeting the growing operational challenges of migration, advance understanding of migration issues, encourage social and economic development through migration and uphold the well-being and human rights of migrants.

The IOM Mission in Ukraine was established in 1996 and since then grew up into one of the largest in the region with 6 field offices and over 300 staff and consultants. The Mission works closely with the Government of Ukraine as well as other partners including civil society, academia, private sector, migrants and Diaspora associations, UN agencies, etc., to promote humane, safe and orderly migration which benefits migrants and the society. IOM provides policy advice and support to the Government to advance migration governance in Ukraine, while continuing to deliver direct services to migrants, displaced population and communities. During 25 years in Ukraine, IOM has assisted over 800,000 people, including prospective migrants, returnees, survivors of human trafficking and migrants in other vulnerable situations, individuals to be resettled, internally displaced persons, etc, directly or through local partners.

Under the guidance of the Policy, Liaison and Programme Development Officer and direct supervision of the National Officer, the Junior Consultant will assume the following tasks:

- Assist PLPD staff in the preparation of analytical briefs, information notes and research; 

- Review and analyze the documents provided by PLPD including project documents, reports, publications, results frameworks, budgets, relevant legislation etc.; 

- Support data collection and analysis on various migration aspects including in the context of COVID-19 response. 


Based on the available data and information, support identification of needs, challenges and priorities within IOM CO thematic areas, as well as gaps in government’s and donors’ support which may be potentially addressed by PLPD. 

- Conduct thematic mapping/assessment related to migration issues (private sector/civil society, etc.) 

- Support development of project concept notes/proposals in line with IOM/Donor guidance and templates. 

- Provide other support to the PLPD unit as required.

• Candidates must be between 18 and 29 years of age throughout the assignment. • It is a non-family assignment, entitlements related to dependents will not be granted. • Deployment will be in February/March 2022, after the Assignment Preparation Training. • Previous volunteer experience would be an asset; • Experience in developing and managing databases using Excel including macros for outputs as tables and charts would be an asset; • Experience in report writing; development of project concept notes/proposals would be an asset; • Experience in data visualization would be an asset; • Knowledge of migration situation and trends in Eastern Europe would be an asset; • Basic knowledge of Ukrainian socioeconomic and political situation is required; • Complete fluency in Microsoft Word, (MS Word, Excel, Outlook etc.) is required.

Before arriving to the Duty Station, The UN Volunteer should obtain entry (“D-3” type) visa to Ukraine for subsequent accreditation with MFA to reside and work with UN organizations in Ukraine. Initial entry visa can be issued by a Diplomatic Mission or a Consulate General of Ukraine. It cannot be issued upon arrival or within Ukraine. MFA accreditation will be arranged by the office upon arrival at the Duty Station as per applicable MFA regulations.
