Background

On 26 November 2019 a 6.4 magnitude quake struck just before 4 a.m., 34 kilometres northwest of Tirana, Albania’s capital. Consequently, 51 people were killed, and government sources indicate about 2,000 injured. The affected areas concern mainly Durrës Prefecture and part of Lezha and Tirana prefectures. The ten municipalities affected include Durres, Vore, Shijak, Kruje, Lezha, Mirdites, Kurbin, Kavaja, Kamza, and Tirana. UNDP through the Economic Recovery and Resilience Program intends to stimulate the Albanian Economy through competitiveness of micro, small, and medium-sized (MSME´s) enterprises, support of Albanian Institution with innovative and effective tools, and employment. The overall objective of the project is to increase competitiveness and resilience of MSMEs in Albania.

The above objective will be attained through working with the private sector and coordinating and cooperating with public institutions to implement two tested methodologies (In Motion and Supplier Development Programme) that boost MSMEs. One key ingredient of the project will be the support of the recently laid off workers with reskilling and upskilling to match with the rethinking of the activities and especially the ways of delivering the products and services of the private sector. In addition, the project will provide the support and the necessary measures for the development of an online platform that incorporates transparency, business analysis and promotion, and growing opportunities for businesses.

Duties and Responsibilities

Scope of the assignment

The communication expert is expected to work with the team of the Economic Recovery and Resilience Program to support and maintain internal and external communications during all the stages of the program. The communication expert will also be responsible for developing partnerships with other relevant organizations to disseminate information and create awareness about topical conservation issues and ERR program and activities.

In particular, the communication expert is expected to:

  1. Develop and implement an internal and external communication strategy for communications and outreach of the program.
  2. Plan and design contents for the project’s official social media sites such as Facebook, Twitter, Instagram, etc. for promotion of the project.
  3. Draft and edit articles, press releases and other advocacy/information materials.
  4. Maintain the program’s website and social media sites (Facebook, Twitter and YouTube) such as daily monitoring, posting and content development.
  5. Develop and archive communication materials, including digital, such as publications, press releases and clippings, photographs, audio-visual materials, web resources etc.
  6. Publication of regular newsletters.
  7. Undertake any other actions related to communications as requested by the team of the program.

Academic Qualifications

University degree on communications, media, journalism, public relations or any related field.

Work Experience

  • Minimum experience of 2 years in the areas of communication or public relations.
  • Excellent verbal and written skills both in English and Albanian.

  • Excellent interpersonal skills, good time management and organizational skills.

  • Proficiency in managing social media platforms (Facebook, Twitter, YouTube, etc.) and other related supporting applications, including their analytic platforms.
  • Able to work independently – with minimum supervision and guidance.
  • Ability to focus on a variety of tasks within a deadline-driven environment

Language

  • Full working knowledge of English and Albanian.

Evaluation Procedure

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 70

Criteria A: Relevant university degree – max 20 points

Criteria B: Experience in communications and public relations – max 20 points

Criteria C: Proficiency in managing social media platforms (Facebook, Twitter, YouTube, etc.) and other related supporting applications, including their analytic platforms – max 20 points

Criteria D: Full working knowledge of English and Albanian - max 10 points

Financial Criteria - 30% of total evaluation – max 30 points
