UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. UNICEF is guided by the Convention on the Rights of the Child and strives to establish children's rights as enduring ethical principles and international standards of behaviour towards children.

The vision guiding the UNICEF Cambodia Country Programme 2019-2023 is to contribute to national efforts so that all girls and boys, especially the most disadvantaged, progressively fulfil their basic rights to survival, care, protection and participation to reach their full potential. This will be achieved through five interdependent programme components: (a) health and nutrition; (b) WASH; (c) education; (d) child protection; and (e) policy and public financing for children.

The child protection component is aimed at ensuring that girls and boys, including adolescents, living with families and outside of family care are increasingly free from violence and the threat of violence in their homes, schools, communities and institutions. The programme aims to strengthen the Royal Government of Cambodia’s policies and the national child protection system so that the most marginalized children and adolescents progressively benefit from effective and inclusive child protection services, improved policies and laws and increased funding for child protection.

This UNV assignment will support UNICEF adolescent programming in Cambodia and UNICEF contribution to the UN Joint Programme on Decent Employment for Youth in Cambodia (DEY) – Phase 2, which started in 2020 and will be completed in 2023, with funding support from Swiss Agency for Development and Cooperation (SDC) and UN system in Cambodia.

Under the direct supervision of the Child Protection Specialist, the UN Volunteer will undertake the following tasks:

In collaboration with the Adolescent Development Officer, support implementation of the UNICEF contribution to the UN Joint Programme on Decent Employment for Youth in Cambodia (DEY), particularly in the areas of development of life skills, vocational skills and entrepreneurship as well as youth participation, engagement and empowerment in policy dialogues to influence national policy decisions, particularly on decent employment, child rights promotion, prevention of child marriage and violence against children and women
Assist in identifying and applying innovative solutions in programming for youth and adolescents’ empowerment and capacity building
Facilitate the capacity building and expansion of the Adolescent and Youth Reference Group and other relevant youth networks in coordination with other UN agencies, civil society organisations and partners
In coordination with and with guidance of the UNICEF regional and HQ office, contribute to the documentation of lessons learned and best practices of the UNICEF Cambodia adolescent programming
Work collaboratively with the teams of Child Protection, Education and Communication for Development in the implementation of the office wide adolescent programming
Contribute to the coordination with other UN participating agencies of the UN Joint Programme on Decent Employment for Youth in Cambodia (DEY)
Engage in joint activities with other UN Volunteers in Cambodia, including organisation of initiatives and events organised by Cambodian youth for youth

Demonstrated interest and/or experience (ideally one year) in child protection, adolescent and youth empowerment
Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded

The Office is situated in the capital of Cambodia, Phnom Penh. In terms of living conditions, Cambodia has an appreciable standard: housing facilities in good conditions are available at reasonable prices, including security, all type of foods are available, including restaurants catering to different needs. Transport within Phnom Penh is readily available. The Risk Level for all of Cambodia is currently low.
