Org. Setting and Reporting This position is located in the United Nations Integrated Office in Haiti (BINUH). The United Nations Security Council adopted resolution 2476 (2019) authorizing the mandate of BINUH which is to advise the Government of Haiti in promoting and strengthening political stability and good governance, including the rule of law, preserving and advancing a peaceful and stable environment, including through supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights; and assist the Government of Haiti with its efforts to plan and execute free, fair, and transparent elections; reinforce the capacity of the Haitian National Police (HNP), including through training on human rights and crowd control, to respond to gang violence and sexual and gender-based violence, and to maintain public order; Develop an inclusive approach with all sectors of society to reduce community violence and, in particular, gang violence; Address human rights abuses and violations and comply with international human rights obligations; Improve Penitentiary Administration management and oversight of prison facilities to ensure proper treatment of detainees in accordance with international standards; and strengthen the justice sector, including by adopting and implementing key legislation to promote justice sector reform, improving internal oversight and accountability, particularly as related to corruption, addressing prolonged pretrial detention, and ensuring merit-based judicial appointments and the timely renewal of judicial mandates.

The Judicial Affairs Officer will be based in Port-au-Prince, Haiti and within delegated authority the incumbent will report to the Director of the Political Affairs and Good Governance Unit. The Judicial Affairs Officer will be part of a joint judicial reform team of BINUH and the UN country team.

Responsibilities Within delegated authority, the Judicial Affairs Officer will be responsible for the following duties:

•Contribute to the development of the rule of law strategic plan and policymaking framework in the context of the mission’s mandate, and assist in the day-to-day coordination of key activities with other mission components (e.g. corrections, human rights, political affairs, gender, etc.) and UN entities. •Implements legal and judicial programmes of the work unit and advises on the legal framework, institutional reform of the judiciary, prosecutions and law enforcement, and legal representation or aid. •Takes the lead in coordinating programme activities in area(s) of concentration (e.g. gender justice, judicial inspection, etc.), facilitating and organizing workshops and consultations, supporting national criminal justice system organization, and/or monitoring of the court and legal system. •Advises on and prepares complex legal research and analysis and outputs, such as work unit reports and assessments, policy documents and guidelines, briefings, etc. •Represents the mission and serves on various standing boards and committees, as required. •Supports and participates in national level coordination, planning and/or reform processes, and donor coordination, to include supporting the completion of major reviews of the justice sector and the development of long-term national strategic plans. •Directs and manages teams, as required; develops and trains staff under her/his supervision. •Takes the lead in identifying, establishing and maintaining contacts and partnerships with other actors (national and international) in assigned areas of responsibility with a view to pursuing work programme objectives and ensuring participation in and effective integration of ideas in the planning and implementation of judicial affairs activities. •Drafts notes, background papers, talking points, speeches and other correspondence for senior UN officials, and provides inputs to reports of the Secretary-General and other periodic reports. - Performs programmatic and administrative tasks necessary for the functioning of work unit, including contributing to the preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates.

Education Advanced university degree (Master’s degree or equivalent) in law, or bar qualification or equivalent, in addition to a first-level degree in law, is required. A first-level university degree in combination with other relevant academic qualifications and/or legal experience in the field of political affairs, justice and/or rule of law assistance may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional experience, including five years in a political advisory and analytical capacity, particularly on justice issues, is required.

A minimum of five (5) years of experience in providing good office or technical assistance on pre-trial detention, legal aid and criminal reform in a post-conflict setting is required.

Management experience is required.

Experience in drafting reports to governmental or intergovernmental bodies is required.

Experience working in support of political processes, including regarding issues related to justice, human rights and governance sector is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English and French (both oral and written) is required.
