Org. Setting and Reporting This position is located in the United Nations Interim Administration Mission in Kosovo (UNMIK) in Pristina. The incumbent reports to the Chief of the Justice Section.
Responsibilities Within delegated authority, the Judicial Affairs Officer will be responsible for the following duties: •Contribute to the development and implementation of the programme of the Justice Section, including the overall strategy and policy framework related to the rule of law and provide relevant policy and operational advice to senior management on an ongoing basis. •Monitor developments in the area of the rule of law, including on how political developments affect the functioning of the rule of law. •Serve as a liaison between UNMIK and the Kosovo judicial institutions with a special focus on access to justice, judicial integration and rule of law reform. •Report daily and periodically on issues of major concern related to rule of law in Kosovo and the Mission in general. •Undertake liaison activity at technical level between with EULEX components and UNMIK, and with other international stakeholders in Kosovo. •Conduct legal research and prepare draft legal reports on a variety of issues relating to judicial institutions and justice matters in general, on the basis of the applicable law, international law and international human rights law. •Provide substantive inputs and administrative support for the development and implementation of programmatic activities and other projects of the Justice section, taking into consideration the political context in Kosovo. •Process requests for the issuance of international wanted notices. •Provide guidance to more junior staff. •Perform other related duties as required.
Competencies - Professionalism: Demonstrates in-depth understanding of legal and judicial institutions, policies, actors and issues in Kosovo; demonstrates ability to analyse political developments and how they affect rule of law issues; proven drafting and editing skills, preferably including knowledge of the reporting requirements of the DPKO Office of Rule of Law and Security Institutions; demonstrated capacity to build information networks; familiarity with the political dynamics in Kosovo and the Western Balkans; commitment to implement the goal of gender equality by ensuring the equal participation and full involvement of women and men in all areas of work.
Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping others informed.
Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently
Education Advanced university degree (Master's degree or equivalent) in law, preferably with specialization in international and/or criminal law in addition to a first level degree in law, is required. A first-level university degree in combination with other relevant academic qualifications and/or legal experience in the field of justice and/or rule of law assistance may be accepted in lieu of the advanced university degree. Admission to a Bar Association is desirable.
Work Experience A minimum of five years of progressively responsible professional experience as a practicing lawyer, prosecutor, judge, legal academic, legal consultant, or advisor in the field of justice, or in human rights at national or international level, is required.
A minimum of two years experience in a transitional, developmental or post-conflict setting, outside the applicant's country of nationality, is required
Proven experience drafting high-quality documents in English is required
Prior experience interacting with rule of law actors and reporting on issues concerning the functioning of the justice system is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
