ABOUT WFP

The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. We are currently seeking for a Junior Professional Officer to fill the position of Junior Professional Officer (JPO) Business Transformation Officer within the TEC Division, based in Rome.

CONTEXT AND BACKGROUND

Technology and connectivity are rapidly reaching some of the most vulnerable people and places affected by crisis, but they are also increasingly expanding to the services responding to those same crises. As one of the main humanitarian actors, WFP has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating, and mainstreaming the core elements of an end-to-end digital business process. The objective is to support the Executive Director’s digital strategy to ensure that all WFP assistance is digitized.

WFP has developed and is continuing to enhance and maintain a set of digital solutions to manage:

  1. The identities and entitlements of its beneficiaries;
  2. The operational parameters of the programmes that transfer benefits to them; and
  3. The interfaces with financial service providers and other delivery mechanisms that process actual last mile transfers to beneficiaries.

This includes SCOPE, which is WFP’s beneficiary and transfer management platform that supports the WFP programme intervention cycle from beginning to end. The SCOPE platform is a web-based application used for beneficiary registrations, intervention setups, distribution planning, transfers and distribution reporting. SCOPE currently supports all WFP transfer modalities: in-kind, voucher and cash for a variety of project activities. Such activities currently powered by SCOPE include Nutritional Interventions, Asset Creation, Food for Assets, Food for Work, Food for Training and General Food Distributions.

SCOPE is WFP’s beneficiary and transfer management platform that supports WFP in providing digital assistance. The SCOPE platform is used for beneficiary and transfer management.

Reporting to the Head of Product Development, the Business Transformation Officer is the custodian of the vision of the product or product component within the SCOPE ecosystem. Hereby referred to as the product. He/she is accountable for maximizing the value of the product resulting from the work of the Product Development Team. The Business Transformation Officer aims for an IT solution which achieves the highest quality in terms of technical usability, user acceptability, and domain suitability.

The incumbent will work independently across multiple business areas establishing and managing effective working relationships with business counterparts to align business and IT needs. They will use their substantial knowledge and experience to gather and analyse business needs, provide advice and deliver solutions within the broad area of digital assistance services. The incumbent will focus on specific areas related to Privacy Impact Analysis, De-duplication (biometric and biographic), and automated interfaces with FINTEC providers.

DUTIES AND RESPONSIBILITIES

Under the direct supervision of Head of Product Development SCOPE, the JPO will have the following responsibilities:

  • Create and maintain the Product Backlog outlining the evolution of the product component
  • Perform the role of Scrum Product Owner:
    • Develop and explicitly communicate the Product Goal
    • Gather and validate requirements following a Human-Centred Design (HCD) approach
    • Manage the Product Backlog
    • Communicate requirements inwards to the Product Development Team
    • Give the Product Development Team clear guidance on which features to deliver next
    • Communication outwards to Stakeholders
    • Decide when to deploy the product with the predisposition towards frequent releases
    • Take care of Backlog Grooming
    • Listen-in at the Daily Stand-up session: a 15-minute mini-meeting for the team to sync-up
    • Chair the Sprint Demo session: A sharing meeting where the team shows what was produced during the Sprint.
  • Understand SCOPE functionalities and technical feasibility;
  • Perform functional testing and facilitate acceptance testing;
  • Provide additional demonstrations to stakeholders;
  • Provide troubleshooting and validation of incidents on production as 2nd to 3rd line support;
  • Maintain an up to date understanding of the business to comprehend the requirements for development changes;
  • Other duties as required.

EXPECTED OUTCOMES

  • Product Backlog well-structured in Epics, Features, and User Stories, with User Stories that pass the “Definition of Ready” as per the INVEST criteria;
  • 3rd line support focussing on improved initial response times within the unit and greater satisfaction from customers and other units. Development of artefacts required to support the methodology;
  • Where testing is requested, testing must be evident by producing test plans and expected and actual results;
  • Test plans from the QA team must be reviewed and validated to ensure they meet all country office specific operational processes;
  • Product fact sheets and manuals to be produced for new and existing functionality;
  • As new functionality is written, accompanying release notes to be written;
  • Project and release plans when requested;
  • Practical understanding of all the features of the digital assistance platform (SCOPE), to support implementation to WFP operations;
  • Support Country Offices to monitor and regularly update management on the status of use of SCOPE by for delivering cash, voucher, and in-kind transfers to WFP targeted beneficiaries;

ESSENTIAL QUALIFICATIONS & EXPERIENCE

  • Advanced university degree in Computer Science, Business Administration, Economics, International Development or other related field or other relevant field, or First University degree with additional years of related work experience or trainings/course;
  • Two years of relevant working experience in data management, data visualization, management of humanitarian aid operations and/or project management or change management;
  • Fluency in English and Korean;
  • Korean citizenship;
  • Be no older than 32 years of age as of 31st December of 2022 (born after 1 Jan 1990). The max age limit for those who served in the military will be extended accordingly;

Male applicants who fall under one of the following three items (i) (ii) and (iii):

  1. completed the national military service. Certificate of completion to be provided
  2. who are exempted from the national military service
  3. to-be discharged from the military service in the year of the application.
  • Proficiency in Windows MS Office (Word, Excel, PowerPoint, Outlook);
  • Behavioural competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.

DESIRABLE REQUIREMENTS

To perform the wide range of tasks and excel in this position, the ideal candidate would also possess:

  • Exposure to the international arena either by direct work for an international institution/organization or, if working for a national entity, by way of interacting with international stakeholders;
  • Intermediate level of one, or more, of the following official languages: French, Spanish, Arabic, Chinese, Russian, Portuguese;
  • WFP’s international professionals are required to serve in different locations around the world during their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization.

  • Male applicants who have completed the national military service to provide a certificate of Korean Military Service. The maximum age limit for those who served in the military will be extended* in accordance with the Support for Discharged Soldiers Act and the military service law.

SUPERVISION

The guidance and supervision provided to the JPO will be based on regular daily interaction, yearly work plan stating activities and expected outputs, and will include a training programme focused on attending technical meetings and workshops as well as field visits.

The JPO will familiarize themselves with their role and responsibilities by way of closely working with the Head of Product Development SCOPE and the related team, plus the TEC team based in the CO as well as other WFP divisions, as needed. This will enable the incumbent to gain more knowledge and experience in specific operations as well as enable him/her to have a hands-on approach to the various projects, their development, implementation and eventual roll-out. All of this in-line with WFP’s policies, procedures, and guidelines throughout.

TRAINING COMPONENTS

Most training and learning will present itself through the incumbent’s full involvement in projects and operations and in conjunction with his/her supervisor. A thorough induction at the beginning of the assignment would provide a highly useful introduction of the Product Development SCOPE team and its mandate and role in the humanitarian community. In addition, through close collaboration and working relationships with colleagues specialised in data, digital assistance services, this will allow and ensure that the JPO will be familiarised with the various aspects of WFP operations globally.

LEARNING ELEMENTS

At the end of the two-year assignment, the JPO should have obtained:

  • Very good knowledge of WFP’s digital assistance platform and its applicability and implementation for overall operations and activities globally;
  • Good skills in coordinating cross-functional business units to document requirements and solutions;
  • Familiarity with WFP Cash based transfer and in-kind assistance programmes;
  • Good general understanding of WFP’s school feeding and nutrition programmes;
  • Good understanding of the digital assistance services offered to WFP and to external partners;
  • General understanding of other non-food and capacity building initiatives and operations in WFP globally.

INFORMATION ON THE COUNTRY OF ASSIGNMENT

Living conditions in Rome, Italy

The security situation in Italy remains in line with other European Countries. There are no specific threats against the UN in Italy. Considering the ongoing defeat of Daesh in the war territories, the trend in the short and mid-term will most likely continue to see the return of the militants to the countries of origins, including Italy. Insurrectional anarchism remains sufficiently organized on the Italian territory, as it has been present for many years. This movement could target the UN in the context of its anti-capitalism/anti-western narrative. 2) Whilst UN staff continue to be victims of minor crime such as street robbery and apartment break-ins, the infrequency of attacks and random nature of locations do not indicate that UN staff are at an elevated risk in comparison to residents or tourists in Italy. 3) Italy’s national territory is exposed to a broader range of natural hazards than any other European country. The vulnerability of its population and built environment is often severe and has in some cases been exacerbated by human activities.
