Result of Service The primary objectives of this consultancy are as follows:

a. Review and assess the current UN Namibia Partnership and Resource Mobilization Strategy, identifying strengths, weaknesses, opportunities, and threats.

b. Develop a comprehensive UN Namibia Engagement Strategy with the private sector, outlining clear objectives, activities, and key performance indicators.

c. Identify potential private sector partners in Namibia and create a framework for their engagement with the UN to support the achievement of the SDGs.

Work Location Home based with travel to Namibia.

Expected duration 4 months.

Duties and Responsibilities Background

The current UN Namibia Partnership and Resource Mobilization Strategy was developed in 2019 in line with the United Nations Partnership Framework (UNPAF) from 2019 to 2023. The United Nations Partnership Framework (UNPAF) is a partnership document between the United Nations System and the Government of the Republic of Namibia (GRN), outlines the United Nations’ support to the realization of the country’s Vision 2030 through the implementation of the Fifth National Development Plan (NDP 5) 2017/18 – 2021/22, the Harambee Prosperity Plan (HPP) and the Blueprint for Wealth Redistribution and Poverty Eradication. Under the shared, overarching goal of eradicating poverty and reducing inequalities, the United Nations Country Team (UNCT) took the deliberate decision to align the UNPAF’s priority areas to those of the National Development Plan 5 (NDP 5).

Namibia is currently in the process of developing its Cooperation Framework as UNPAF is coming to an end this year. As a result, a review of the Partnership and Resource Mobilization Strategy has to be undertaken as well to align the findings to the next Cooperation Framework.

The consultant will work directly with the Partnership and Development Finance Officer, under the overall supervision of the Strategic Planning and Team lead of the RCO, who will validate the final outputs and deliverables.

The consultant will be expected to undertake the following tasks:

Review of UN Namibia Partnership and Resource Mobilization Strategy.

a. Review the existing UN Namibia Partnership and Resource Mobilization Strategy, including relevant documents and reports. b. Conduct consultations with UN agencies, Government counterparts, Civil Society organizations, Private Sector, and other stakeholders to gather input on the effectiveness of the current strategy. c. Analyze the current partnership landscape and identify gaps, challenges, and opportunities for improvement. d. Provide recommendations for enhancing the existing strategy, including potential revisions or updates.

Development of UN Namibia Engagement Strategy with the Private Sector.

a. Research and analyze best practices and case studies of UN-private sector partnerships globally and within the region.

b. Consult with relevant UN agencies, government entities, private sector representatives, and civil society organizations to gather input and insights.

c. Develop a comprehensive engagement strategy that will fall under the broad ambit of the Partnership and Resource Mobilization Strategy and outlines clear objectives, priority sectors, potential private sector partners, and strategies for collaboration.

d. Identify key performance indicators and monitoring mechanisms to assess the impact of the engagement strategy.

Qualifications/special skills Education:

A relevant master's degree in fields such as international development, business administration, economics, public policy, or a related field.

Professional Experience: A minimum of 7 years of relevant professional experience in partnership development, strategy development, and stakeholder engagement.

Private Sector Engagement: Five years of experience in working with the private sector, including establishing partnerships, understanding corporate social responsibility (CSR), and knowledge of private sector operations and practices.

Sustainable Development: Previous experience working in the field of sustainable development, the Sustainable Development Goals (SDGs), and the role of private sector engagement in achieving development objectives.

UN or International Organization Experience: Previous experience working with UN agencies, international organizations, or similar entities.

Research and Analytical Skills: Demonstrated ability to conduct thorough research, analyze complex data, and provide evidence-based recommendations.

Stakeholder Engagement: Proven experience in conducting stakeholder consultations and workshops, as well as facilitating discussions and negotiations among diverse stakeholders.

Report Writing: Strong report writing and communication skills, including the ability to present findings and recommendations clearly and concisely.

Languages Proficiency in English is required.
