Org. Setting and Reporting This position is based in Mogadishu and is located in the Information Hub - Joint Operations Center (JOC-IIH) of the United Nations Assistance Mission in Somalia (UNSOM). The JOC-IIH is under the Office of the Chief of Staff.

The Joint Operations Officer reports to Chief JOC through Deputy Chief JOC.

Responsibilities Within delegated authority, and under the supervision of the Deputy Chief JOC, the Joint Operations Officer will be responsible for the following duties:

1. Monitoring and reporting and situational awareness: (a) Monitor major developments (political, governance, rule of law, humanitarian, human rights, military, security and economic development), following the actions of relevant actors including intergovernmental organisations, governments, non-governmental organisations, civil society, political institutions, armed actors (including rebel groups, militias, etc.); (b) Draft and disseminate the Mission’s Daily Situational Reports (DSRs) based on information from UN sources (missions and UNCT) and other situational awareness products; and as necessary contribute to preparing special reports, presentations and/or code cables; (c) Substantive lead in maintaining SAGE information management system and Unite Aware (UA) suite of applications, including quality control of inputs, assisting users in defining visualization requirements, training and assisting users, liaising with Support Desk when required; (d) Substantive lead in creating and maintaining datasets, dashboards, mapping and related geo products; (e) Support on developing incident data-driven situation analysis, develop enhancements and new features to existing systems; may design and implement small, stand-alone systems as needed (e.g., to meet individual user requirements); (f) Assist the conceptualization and development of situational awareness products for the senior leadership; (g) Draft and send incident ("flash") reports, briefings and visuals on critical developments related to the UN mandate implementation. (h) Supervise and review the drafting and reporting products of other colleagues, including UNV Information Analyst.

2. Crisis management support: (a) Under the supervision of JOC leadership and the Chief of Staff, help organise crisis management meetings within the mission and with New York headquarters; (b) Provide support as needed for crisis management meetings (secretariat support, presentations, talking points if required, liaison with technicians and facilities management) (c) Help ensure that the mission and key stakeholders (Crisis Management Team members, staff in field offices, etc.) are prepared for crises and familiar with the procedures (including through the development and delivery of briefings and crisis simulations exercises), and that Standard Operating Procedures (SOPs) and other guidance are updated.

3. Information sharing hub: (a) Support the facilitation of communication between mission leadership and headquarters and other actors, as required; (b) Support functioning of the crisis management center workflow with coordinated communication, reporting and information feed via coordination with the UNDSS Security Information and Operations Center and UNSOS Mission Support Cell. (c) Liaise regularly with the mission sections, mission support, field offices and the UNCT to maintain an up-to-date database of the contact details for key personnel.

4. Perform other tasks as required by the Chief JOC or the Chief of Staff: (a) Support the organization of operational coordination meetings, as required, liaising with mission sections, mission support and the UNCT; (b) Planning recruitment and training, establishment of duty rosters, as necessary; budget submissions, as required; drafting and submission of Risk Management, Business Continuity and related products (c) Updating mission-level SOPs, tools and templates (for reporting, crisis management, etc.) and help to ensure their implementation (including through training and evaluation); (d) Contribute to capacity building and training of the Mission stakeholders, including induction training, table-top exercises (TTX), crisis simulation exercises (SIMEX), Unite Aware familiarization and usage (e) Assist in preparing briefings or inputs for the SRSG, Senior Management Meeting, high level delegations, or as instructed by Senior leadership; (f) Act as OiC Deputy/Chief JOC when required.

Education Advanced university degree (Master's degree or equivalent) in social sciences, political science, international relations, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of experience in political or international affairs, military, police, security, civil affairs, human rights, crisis operations and management, or related field is required.

Experience in producing visually-enhanced operational and political briefings for senior officials, including demonstrated experience in using Unite Aware, SAGE, ArcGIS and/or other related tools, and data analysis and visualization is desirable.

Experience working in a Situation Center, Joint Operations Center, or a similar operational environment is desirable.

Experience working with data-informed workflows and products, including on reflecting developments in an active conflict theatre and military operations is desirable.

Familiarity with the regional context (political, military-security and development) in the Horn of Africa is desirable.

Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
