Org. Setting and Reporting This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The Joint Operations Officer reports to the Chief of Staff.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within delegated authority, the Joint Operations Officer will be responsible for the following duties:

1. Coordination, planning management of operations:

  • Supports the organization of operational coordination and planning meetings in support of field operations, liaising with Team components, Mission Support, the UNCT and other partners and monitoring the implementation of decisions;
  • Supervises and leads operational planning activities, with JOC planning staff and in coordination with other components' planners
  • Manages the implementation of operational plans in real time to ensure the close oversight of field activities, appropriate direction to teams in the field and lead decision making to ensure safe, secure and effective operations.
  • Supports regular operational coordination mechanisms (e.g. flight and special flight requests);
  • Liaises with Team sections, Mission Support, and the UNCT regularly to help coordinate operations;

2. Crisis management support:

  • Ensures that the mission and key actors (Crisis Management Team members, FIPOC staff, etc.) are prepared for crises, familiar with the procedures, and that standard operating procedures (SOPs) and other guidance are up-to-date;
  • Under the supervision of the Mission Chief of Staff, supports the organization of crisis management meetings within the Team, UNAMI and with UN Headquarters;
  • Help ensure the FIPOC supports crisis management meetings (secretariat support, presentations, talking points if required, liaison with technicians and facilities management);
  • Liaises regularly with the Team components, Mission Support, UNAMI and the UN Country Team (UNCT) to provide timely information during a crisis.

3. Monitoring and reporting:

  • Ensures that FIPOC staff members receive guidance and directives for the collection of situational awareness information and maintains relations with stakeholders (particularly security counterparts) to ensure clear passage of information;
  • In the absence of the Chief of Staff, reviews and ensures the processing and timely dissemination of integrated Team reports as required (including daily and weekly situation reports) within the Team and to Headquarters about significant developments with respect to mandate implementation;
  • Reviews and sends incident ("flash") reports about important, urgent events and new developments affecting the UN mandate implementation and peace and stability in the country;
  • Oversees the preparation of special reports and drafting of code cables and official e-mails;
  • Manage databases of operational reports and mapping, accessible by, and for the use of, integrated mission components.
  • Manages the exchange of operational information with external partners, including members of the diplomatic community, humanitarian and civil society partners.

4. Communications hub:

  • Supports the facilitation of contact between Team Leadership and Headquarters and other actors;
  • Ensures an up-to-date database of contact details for key personnel is maintained in the FIPOC.

5. Assistance to the Chief of Staff with management, including:

  • Supervises the FIPOC including recruitment, training and management of Operations Officers/Planners; establishes duty rosters as necessary; oversees budget submissions as required; and maintains relations with the Team components, sectors, regional offices, and the UN Headquarters;
  • Supports the development, implementation and maintenance of the ORMS and ERM in the Mission.
  • Develops Team-level standard operating procedures, tools and templates (for reporting, crisis management, communications, , reflecting UN policy and guidance) and ensures their implementation (including through training and evaluation);
  • Prepares briefs for senior management groups, high level delegations, diplomatic corps and other groups/individuals as instructed by Senior Leadership.

6. Perform other tasks as required by the Chief of Staff.

    Education Advanced university degree (Master's degree or equivalent) in social sciences, political science, international relations, law or related area is required. A first-level university degree in combination with an additional 2 years of qualifying experience may be accepted in lieu of an advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in political or international affairs, military, police, security, civil affairs, humanitarian affairs, human rights, crisis operations and management, or related field is required.

    At least two years of experience supporting field operations or UN peace operations in a conflict or post-conflict country is required.

    Experience in drafting political documents and reports and briefing senior officials is required.

    Experience working in an integrated civilian-military- police environment is desirable.

    Experience working on security or mandate-related issues is desirable.

    Experience in operational planning is required.

    Experience working in a Situation Centre, Joint Operations Centre, or a similar 24/7 operational environment is required.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is desirable.
