ABOUT

JIPS is an interagency service set up in 2009 and dedicated to support and bring governments, displaced persons, host communities and national and international actors together to collaborate to collect, analyse and use data to inform Durable Solutions for Internal Displacement. Co-hosted by the Danish Refugee Council (DRC) and the UN Refugee Agency (UNHCR), JIPS’ Executive Committee further includes the UN Development Programme (UNDP), the UN Office for Humanitarian Affairs (OCHA), the Internal Displacement Monitoring Centre (IDMC), the Norwegian Refugee Council (NRC), and the Office of the Special Rapporteur on the human rights of IDPs.

A globally recognized neutral broker, JIPS supports collaborative and responsible approaches to data collection and use in Internal Displacement contexts, with a particular focus on facilitating collaborative data processes (including a strong expertise on urban displacement), developing national capacities, informing and advancing durable solutions processes, and IDP statistics.

OVERALL PURPOSE

As part of JIPS’ Field Support and Capacity Building Unit, under the supervision of the Head of Unit and the overall guidance of JIPS’ Coordinator, the Senior Profiling Advisor will be responsible for delivering JIPS technical support to government and humanitarian, development, and peace (HDP) actors across the UN, NGOs, and civil society. In line with JIPS’ mandate, activities will focus on collaborative data processes and strengthening capacities of HDP actors to inform action towards Durable Solutions to displacement, in line with JIPS’ strategy. Additionally, the Senior Profiling Advisor will support JIPS’ efforts to share learning and good practices at the national, regional, and global levels, including through contributions to peer-to-peer learning, training, diverse knowledge products, and advocacy. They will also contribute to building and leveraging JIPS’ strategic partnerships by anchoring and nurturing them ‘bottom-up’ through JIPS’ country-level engagement, including with country teams from donor, JIPS Executive Committee members, HDP actors and academia.

The ideal candidate is a senior professional with demonstrated experience in planning and implementing inclusive, multi-stakeholder data collection activities in displacement contexts, such as multi-sectoral assessments or participatory processes across the HDP nexus. They should also have a solid knowledge of quantitative and qualitative social research methods and current good practices, as well as a thorough understanding of the current international humanitarian/development architecture and global frameworks.

DESCRIPTION OF DUTIES

  • Delivers JIPS’ technical support and capacity building including:
    • Facilitating collaboration between key stakeholders (government entities at the national and sub-national levels including national statistical offices, displacement-affected communities, HDP actors from the UN, NGOs and civil society, academia, etc.) to jointly improve the evidence base on Internal Displacement to inform Durable Solutions towards inclusive sustainable development;
    • Providing technical support to JIPS’ requesting partners throughout the different phases of collaborative data processes (establishing a collaborative platform; analysing the in-country information landscape; designing methodology and tools; implementing data collection including supervision of small field teams as needed; processing and jointly analysing the data; data use; and monitoring and evaluation);
    • Providing technical support and capacity building to requesting partners on JIPS’ areas of core expertise, including measuring progress towards Durable Solutions applying and adapting the Interagency Durable Solutions Library and Guidance to a country context, implementing international standards to include IDPs in official statistics production, or analysing urban displacement;
    • Integrating capacity building effectively into JIPS’ country support, with particular focus on national and sub-national governments, including tailoring training modules and materials;
  • Consolidates and shares learning and good practices from JIPS’ country support, and feeds them into JIPS peer learning and training offer, tools and guidance, advocacy and other related activities;
  • Builds and leverages JIPS’ strategic partnerships at the country level, including enhancing JIPS’ visibility and profile with relevant stakeholders such as through targeted advocacy and adequate representation of JIPS in relevant regional/in-country processes and forums, as well as by nurturing collaboration with in-country coordination mechanisms relevant to data and Durable Solutions.
  • Actively participates in other areas of work where relevant or required, including communication, resource mobilization, and reporting.

QUALIFICATION, EXPERIENCE & COMPETENCIES

Required

  • Post-graduate degree in relevant field (e.g. development/humanitarian studies, social sciences, statistics, information management, or other related field). An under-graduate degree in combination with at least 5 years of qualifying experience may be accepted in lieu
  • At least 7 years of professional and operational experience in planning and/or implementing inclusive, multi-stakeholder data processes in humanitarian and development contexts
  • Sound understanding of the international humanitarian and development architecture in countries affected by forced displacement or global level
  • Solid knowledge of quantitative and qualitative social research methods and practice
  • A minimum of two years’ work experience in humanitarian or development field operations
  • Experience in training or other capacity building/adult learning activities
  • Flexibility and creativity in working in humanitarian crisis countries environments
  • Excellent English verbal and written skills
  • Excellent French verbal and written skills
  • Solid presentation and facilitation skills
  • Strong inter-personal skills, including coordination, negotiation, and ability to work in teams

Desired

  • Previous work experience in interagency projects / processes
  • Proficiency in Spanish, and/or Arabic

SALARY AND CONDITIONS

The position is placed in Geneva, Switzerland within the JIPS HQ and DRC Geneva Representation office. This position will be placed on Employment Band F. DRC offers a competitive salary based on qualification and experience, approximate monthly gross salary is estimated to be around 8'600 CHF. DRC does not pay any additional allowances (schooling, housing etc.). DRC staff pay tax and social security according to Swiss law and health insurance.
